Vice President of Government Programs Affordability

Open to remote work from Oregon, Washington, Idaho and Utah

Primary Job Purpose

The VP Government Programs Affordability provides leadership to implement strategic vision, direction and execution of critical programs and services that drive sustainable growth, control healthcare costs and diversify the revenue sources within Government Programs. This role reports to the senior vice president of government programs and functions as a partner to that executive, accountable for setting the vision, planning and execution of initiatives for cost containment. The position works closely with internal and external departments and stakeholders to ensure affordability is achieved through tradition and non-traditional activities.

General Functions and Outcomes

  • Owns exploring, deciding, gaining support, and launching key new programs to support affordability
  • Accountable for enterprise-wide, strategic initiatives that expand Cambia's understanding of Government Programs to ensure sustainable growth
  • Leads, guides and holds accountable other division executives to deliver strategic actions required for sustainable growth within Government Programs
  • Makes decisions on behalf of Government Programs, and its senior vice president, setting direction of long-term goals to deliver affordability
  • Owns creation, performance, and communication of annual Quality Incentive Plan, via the Director on VP's team
  • Accountable for delivery of "Swan" strategic initiative and implementation of transition into sustainment, via the Director on VP's team
  • Accountable for accuracy, operation, and compliance of all Risk Adjustment functions, including ACA Commercial, via the Director on VP's team
  • Removes enterprise-wide barriers impeding success of critical projects and programs
  • Represents the voice of Cambia's Government Programs in external settings with regulators, provider executives and employers
  • Diversifies GP revenue sources and deliver P&L performance objectives
  • Using existing membership/clinical/AI data, understands the drivers of financial performance and develops action plans to improve that performance

Minimum Requirements
  • Broad knowledge of Health Insurance market dynamics, local and regional Medicare market financing and pricing trends, financial impact of Medicare product changes, regulatory environment, and product types.
  • Ideally prior responsibility for affordability and/or Risk Adjustment in Medicare Advantage and/or ACA Commercial
  • Exceptional skill in influencing executives and peers and seasoned executive presence
  • Demonstrated ability to create, execute and evaluate short and long-term affordability programs, analyze statistical information and direct multiple teams with varied functions/responsibilities.
  • Strong financial acumen and an in-depth understanding of the economics of Medicare Advantage and other Government Programs, including Medicaid.
  • Excellent judgment, problem solving, analytical and cognitive skills, emphasis on critical thinking
  • Responsible for creating and managing Government Programs Affordability operating budget, ensuring achievement of budgetary targets.
  • Demonstrated ability to establish and maintain effective relationships with key internal and external stakeholders and to influence other leaders and effectively lead high-performing cross functional teams in a matrixed environment.
  • Excellent verbal and written communication skills. Ability to communicate effectively, both orally and in writing, with individuals and groups, regarding complex or sensitive issues or regulations.

Normally to be proficient in the competencies listed above

Vice President, GP Affordability would have a Bachelor's Degree in Business Management and 7 years of experience in healthcare operations/administration or equivalent combination of education and experience.

FTEs Supervised

Direct management of at least 3 directors, indirect management of 40-60 employees.

Work Environment
  • Work is primarily performed in an office environment
  • Travel may be required, either locally or out of state
