Position Overview: Serve as a member of the executive management group with the overall responsibilities for all health plan activities in the state of Oregon. Serve as executive leader for issues related to media, legislative, regulatory, business, key provider interactions and community activities. Work with Executive Management Group (EMG) members on the development and implementation of sales, marketing, and communication strategies in commercial and government lines of business and responsible for achievement of PacificSource growth and profitability goals. Assist in the management and supervision of local office functions and personnel.

Essential Responsibilities:

  • Develop, guide, implement, and maintain sales, marketing, and communications strategic and operational plans in support of the overall mission and business strategy for assigned region.
  • Work with the Regional Sales Manager and SVP of Sales to establish sales strategies, annual sales quotas and success metrics for sales and marketing functions.
  • Monitor critical market developments including delivery system, regulatory, and competitor changes and recommend appropriate action and adjustment of strategic and operational plans as the changes may require.
  • Ensure that all health plan activities are performed in compliance with local, state, and federal regulations and laws governing health insurance.
  • Work with EVP & COO and VP, Provider Network to ensure that provider contracts and networks have the administrative capabilities to meet the requirements of existing and planned products and services.
  • Participate as the PacificSource Executive on community, business, regulatory, and industry boards and associations as necessary.
  • Oversee and coordinate relationships with key provider partners; work to advance value based payment arrangements.
  • Work with Provider Network staff to coordinate, prioritize and maximize provider interactions. Maintain awareness of topics critical to provider partners, including operational, legislative and competitive topics that impact providers and may generate strategic opportunities for PacificSource.
  • Work with line of business VP's on the development, implementation, and sales and marketing of Medicare, Medicaid, and Commercial products.
  • Operate region with maximum efficiency, accuracy, consistency and quality of service.
  • Hire, manage and coach direct reports. Complete annual performance reviews, establish objectives and development plans and, in consultation with Human Resources, apply and carry out corrective action plans and terminations, if necessary.
  • Develop and monitor annual department budgets, as appropriate.
  • Coordinate business activities by maintaining collaborative partnerships with key departments.
  • Actively participate as a key team member in EMG meetings.

SUCCESS PROFILE

Work Experience: Minimum of five years of senior management experience in a healthcare insurance environment, including sales and marketing, internal operations, and provider network operations required. Well-developed relationships within the insurance community required. Previous management experience required.

Education, Certificates, Licenses: Bachelors degree and/or applicable work experience required. Advanced degree preferred.

Knowledge: Must be a versatile, collaborative, business-minded individual with strong organizational management, marketing, sales, and outstanding leadership skills. Project management skills necessary. Established success in participating in a team-oriented work environment. Requires ability to define and prioritize problems and manage workload without direct supervision. Strong research, analytical, organizational, and interpretative skills. Requires some advanced math skills, including basic statistics, and financial analysis skills. Requires excellent verbal and written communication skills; ability to read, analyze and interpret documents, schedules, reports, budgets and correspondence. Ability to develop and deliver presentations and reports; respond to questions from a variety of groups, including brokers, management, boards of directors, employees and vendors.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately 25-30% of the time.

Physical Requirements: Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions. Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
