Job Summary:

Within the US Offshore Business, the Bid & Value Engineering department has a key role in maximizing the value and financial performance of large-scale offshore wind projects, growing the business by leading the competitive requests for proposals (RFPs), leading negotiations of key contracts to ensure the project's commercial success, and securing new lease areas. This work is highly collaborative, working closely with the Project Management, Project Services & Engineering, New Business, O&M, Development, & Fundamentals teams.

The team is hiring an Offshore Wind Value Engineer, who will report to the Sr. Manager of the US Offshore Bid & Value Engineering department and work directly with the Business Case Lead of New England Wind. The Value Engineer is a key role within the Bid & Value Engineering department that focuses on maximizing the value and financial performance of large-scale offshore wind projects.

The Value Engineer is a highly multi-disciplinary role working to support both new business and project execution. A successful Value Engineer requires technical and project management skills and is comfortable working collaboratively to both support and challenge the assumptions of a project to help deliver the best value for the business. The Value Engineer is a key contributor to the business case for a project and is responsible for maintaining a comprehensive understanding of all technical and commercial assumptions and costs. Using benchmark data, experience from the global business, and other internal data and analyses, the Value Engineer works collaboratively with the project to help deliver cost- and risk-optimized offshore wind projects.

The Value Engineer will be a key contributor to the financial performance and success of the New England Wind project and will support other US Offshore projects on occasion. The Value Engineer will have a key role in analysing supply chain offers, optimizing the project concept through cost-benefit analyses, and validating & challenging both internal and contractor assumptions to identify opportunities to improve the business case.

The Value Engineer must have deep engineering and financial analysis experience to make decisions with input from a diverse team of experts. The Bid & Value Engineering team develops and works with highly confidential commercial information and must be very diligent in managing and communicating information appropriately and professionally, including to senior leadership within the business. A successful candidate will be entrusted to develop work critical to the commercial success of the US Offshore Business and will have outstanding skills in the areas of technical diligence, risk management, and project team leadership.

The Offshore Wind Value Engineer will have responsibility for the project business case, working across the cross functional project team to optimize each package by working with engineers, package managers, O&M, fisheries liaisons, construction, development and permitting, contracts, and purchasing teams. It is the job of the Value Engineer to collaborate with and challenge assumptions of each package and project team to understand the technical details of each package and identify areas for value improvement.

Responsibilities:

• Own and prepare the Business Case (document summarizing the CapEx, OpEx, Annual Energy Production, and all other project inputs) for evaluation by the Investment Office. The Business Case is the key representation of the project and is shared with senior leadership.
• Collaborate with Engineering Package Managers and EPC Directors to deliver projects with the best risk balanced return possible. Lead these teams to develop and mature CapEx estimations in the project cycle and continue to be engaged during equipment tendering to help optimize the overall project concept, cost, and payment structure.
• Develop and execute Cost/Benefit studies to assess engineering and technology alternatives. The Value Engineer must be comfortable owning and articulating the results of these studies to technical teams and project leadership to support good business decision making.
• Maintain a leadership role in supporting risk management through business case evaluation to identify potential CapEx and revenue impacts for each risk.
• Lead strategic initiatives and taskforces to support value creation in the Business Case by identifying potential opportunities for improvement of the projects.
• Provide analysis and decision-making in the final investment decision process for the US Offshore Business
• Ensure the Value Engineering team best practices and processes are implemented and applied in the different project phases.

Requirements:
• 2-5 years relevant working experience in similar role such as but not limited to utility integrated resource planning (IRP), procurement, capex estimation in the energy industry, renewable project development or technical project management in the energy industry, energy-related RFP teams, etc.
• Experience in offshore wind; can be in either a technical or financial role a plus
• Experience with capital cost estimation and demonstrated knowledge of market trends a plus
• Demonstrated understanding of financial, commercial, and business principles, including IRR, NPV, and discount rates
• Strong technical and analytical skills with the ability to work under pressure with tight deadlines
• Extremely high sense of ownership with an above-average commitment to delivering excellent work that the business can count on and trust
• Strong team player, innovative and creative thinker
• Demonstrated influencing skills, as well as excellent written and oral communication skills
• Ability to be proactive and take responsibility for matters, while responding to competing business demands
• High capacity for change and experience of leading others through change
• Strong sense of accountability, with a significant focus on delivery and an ability to balance a varied and challenging workload, whilst producing high quality results in demanding timeframes
• Tenacity, persistence, and determination to succeed.

2-5 years professional experience.

Bachelor's degree in relevant area such as but not limited to mechanical/civil/environmental/electrical engineering, financial engineering, industrial engineering, finance, or the equivalent combination of business education and experience; master's degree preferred
