Overview

The Proposal Writer will support an aggressive ongoing effort to identify, research and prospect new business leads within the existing company's capability areas (Cybersecurity, Cloud Solutions, Data Science & Business Intelligence, Program & Project Management, Systems Engineering and Modeling, IT Service Management, IT Logistics Management and Acquisition Management). The proposal writer will focus on all aspects of managing and/or supporting the Business Development process. The proposal writer will collaborate closely with the Business Development Managers, Capture Managers, Program Personnel, Subject Matter Experts, Team Members and Corporate Leadership to develop and write compelling and compliant proposal responses for government contract opportunities. The writer will develop original high-quality content for compelling and compliant proposals to ensure the successful acquisition and/or retention of business. The writer will perform all other duties assigned to this position. The candidate is required to have a positive can-do attitude and strong work ethic.
Responsibilities

  • Experience in explaining highly technical data and information in simplistic language for end users of complex IT systems and projects across all the company's capability areas.
Support and/or manage all activities related to the development, production, and submission of the assigned proposals.
  • Review and analyze RFP/SOW (i.e., requirements) and related documents and develop compliant proposal outlines and responses.
  • Develop detailed proposal schedule and work with the proposal team to ensure adherence to the deadline and timely submission.
  • Build the proposal requirements-driven outline and tracks fulfillment of requirements. Participate in proposal kick-offs and proposal status meetings and helps maintain the proposal schedule. Coordinate and/or participate in team reviews to ensure accuracy, consistency, and compliance of proposal with the RFP requirements. Work with proposal team to ensure content is responsive and compelling.
  • Serve as the lead editor for the proposal documents to ensure grammar, consistency, and coherence of the overall message and themes. Develop proposal sections as appropriate for technical and non-technical areas, including past performance and staffing. Develop and maintain response information materials for proposals to utilize as a reference tool to complete future proposals. Contribute as an author on RFI and sources sought responses as assigned.
  • Coordinate other assigned projects independently and in a timely manner. Write to prescribed outlines and create customer-focused, compliant written sections. Develop assigned sections of the proposal based on information elicited from operations and program management staff.
  • Interview Subject Matter Experts (SMEs) to extract content details and write proposal sections accordingly. Review written sections with SMEs for accuracy and with Proposal Managers to ensure inclusion of win strategies in the document and compliance with formats dictated in the Request For Proposal (RFP) and proposal plan. Develop and create new text with input from a variety of authors, provide proofreading support, and perform copy and content editing for proposal sections.
  • Utilize existing proposal source files and other research methods to obtain information and pertinent material to write technical, management, past performance, executive summaries, and other proposal sections. Participate in review debriefs and revise text according to the proposal manager's recovery plan. Work with graphic artists to develop conceptual images, standard process flowcharts, diagrams, and other graphics needed for written sections.
  • Collect feedback during reviews, evaluate recommended revisions, and update drafts throughout the process. Responsible for validating style, consistency, grammar, and syntax of the final document and re-writing to clarify and simplify text.
  • Maintain the proposal response library in support of establishing company-wide and/or specific business unit proposal tools and templates.
Maintain, update, and populate various BD tools; establish, track and report various BD metrics
  • Maintain working knowledge of all aspects of the company's Business capability, processes, solutions, and tools. Assist regularly in updating, generating, and storing Business Development documents/outputs. Support internal audit program as assigned and complete necessary training.
  • Assist in the Identification and Qualification of opportunity targets, to include identifying, researching, and analyzing opportunities identified by online tools (such as SAM.gov and GovWin), word of mouth (Customers, PMs, Small Business Office, Teammates, etc.), outreach, and other resources.
  • Conduct intel research, gather data, and analyze and validate customer requirements and customer expression of need/interest. Report findings/analysis to BD Manager daily through Bid Decision Gate Review documentation.

Qualifications

Education Required: Bachelor's degree in Information Technology, Marketing, Communications, or other related field (concentration in Writing preferred) from an accredited educational facility or 8 years related experience and/or training or equivalent combination of education and experience.

Experience:

Advanced Knowledge of Microsoft Office Suite products (Teams, Word, PPT, Excel, Outlook) and experience working within shared space environment (SharePoint)

Strong understanding of Shipley Methodology preferred.

5+ years minimum of Federal Government Business Proposal Writing experience.

Candidate must be a US Citizen.
