The Role

Performs a variety of routine and/or low dollar value buying/purchasing tasks involving materials, supplies or services. Reviews purchase requisitions, and places orders with approved suppliers. May evaluate bids, select and/or recommend suppliers and negotiate price, delivery, quality and service. Follows up on all awards until completion of order. May assist in negotiations for major purchases by developing or compiling statistical information and gathering other data as required. Coordinates with the Accounting department as required to resolve questions on suppliers' invoices.

  • Procure machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization in accordance to the Federal Acquisition Regulations.
  • Conducts cost and pricing reviews to support negotiations.
  • Prepares cost and financial assessment to achieve company price targets and fair and reasonable standards for government contracts.
  • Negotiate material contracts with suppliers in Navy Supply Base. Perform as contract administrator from placement to delivery of material.
  • Develop project plans and oversees manufacturing in the suppliers plant.
  • Manage cost and schedule performance for each contract.
  • Adjudicate contract change orders when authorized.
  • Report financial performance and process material variance reports monthly.
  • Mitigate and resolve manufacturing or technical issues at supplier facilities with assistance from Supplier Quality, Engineering and the Program Offices, or other NNS Stakeholders.
  • Administer payments and billings concerns for each contract.
This posting will support an upcoming Career Job Fair that is scheduled for Thursday, April 25th. This job fair is being held to support the Supply Chain Management Division of HII - Newport News Shipbuilding. External interviews will be conducted by video and internal candidates will interview at the NetCenter located in Newport News, VA.

Must Have

Bachelor's Degree and 0 years of relevant exempt experience.

One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:
  • NNS Apprentice School graduate
  • Navy Nuclear Power School (NNPS) graduate
  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
  • Military Paygrade E-5 or above military experience
  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience
