General summary/purpose:

New Program Development (NPD) Program Advisor and Capture Manager plays a critical role in all aspects of the NPD lifecycle to generate major funding in pursuit of Jhpiego's mission. We seek a creative, pro-active and passionate professional with a growth mindset who thrives on playing a key role turning ideas into action, working with and through technical and multi-disciplinary teams.

This position serves as lead or contributing writer on specific proposal opportunities and plays a facilitation role in project design. NPD Program Advisor and Capture Manager will also enable Jhpiego to develop, implement and continually improve processes which improve the efficiency and effectiveness of proposal preparation. This includes building Jhpiego's capacity to assess consistent factors that contribute to our competitiveness and consistently realize strong positive feedback from donors which result in new awards. The NPD Program Advisor and Capture Manager will also serve as a capture manager on designated proposals. Together with NPD colleagues, technical and program staff in overseas field and home office, the successful candidate will take ultimate responsibility for the overall proposal effort, engaging as appropriate with proposal teams in early stage identification, qualification, positioning and partnering for new program opportunities, especially more complex, highly competitive bids. Capture responsibilities encompass overall new program strategy, formation of consortia, relationship management, internal team coaching and collective team leadership. Further, the position will serve as a NPD liaison to a specific technical director/team within the Technical Leadership and Innovations department. As such, the successful candidate will support strategic positioning, identification and pursuit of opportunities to grow Jhpiego's work in a specific technical area.

Position can be based in Washington, DC or Baltimore.


Writing and Design

  • Serve as lead or supporting writer for technical narrative of new funding opportunities (open, competitive procurements as well as concept notes and invitations from donors), working with teams composed of technical and program staff to produce a proposal that is cohesive, responsive to the donor, and compelling
  • Assures quality narrative following proposal-writing standards, including readability, consistency, and tone, weaving in text from different writers, eliminating redundancies, connecting ideas coherently which speaks with “one voice”
  • Lead and/or contribute to strategic positioning, design, and collate inputs from proposal team during the ‘leads' development phase of upcoming procurements
  • Participate as a member of the proposal team to support the design lead and/or facilitate project design. Based on qualifications, this position may serve as design lead on specific proposals
  • Support conceptualization and creation of graphics (e.g., theory of change, log frame, conceptual framework) within the technical narrative, in collaboration with design lead, and orient teams as needed
  • Improve how Jhpiego approaches project design and writing to optimize competitiveness, responsiveness to the donor, and project outcomes and disseminate best practices and lessons learned to writers and design leads across departments
  • Lead and/or contribute to the establishment, improvement, and dissemination of processes, tools, and templates for writers that will help prepare detailed and responsive technical proposals
  • Help to identify factors that contribute to Jhpiego's competitiveness and work with proposal teams to address gaps.

  • Serve as capture manager from positioning to post proposal transition, assuming overall accountability for responsiveness, with special emphasis on leads and proposal development phases
  • Identify and form proposal teams, setting the group up for success by providing strategic direction, problem-solving, capacity development support to proposal teams (proposal manager, writer, design lead, cost manger, program lead) as needed
  • Guide proposal team members on best practices in project and technical design utilizing theories of change or conceptual frameworks to ensure proposals are technically sound, responsive, capture achievements, incorporate win themes, evidence, lessons learned and innovative approaches
  • Provide direct support to the technical writer in drafting, editing and/or synthesizing proposal content to be in line with win themes and overall responsive to donor preference
  • Directly lead or support negotiations with partners, for example scopes of work and budget
  • Assess, review and provide feedback on the usefulness of writing inputs from partners, when Jhpiego is prime, and edit to optimize responsiveness
  • Conduct final read through, ensuring ‘dots are connected' among programmatic approaches, performance monitoring plan, staffing, management and performance management plans
  • Actively contribute to knowledge management, helping team achieve new levels of applied learning from proposal process to incorporation of well-conceived technical frameworks and staffing/management narrative
  • May represent Jhpiego as a participant at external events, and yield potential partner contacts for further organizational follow up

Technical Liaison
  • Serve as NPD counterpart for a select technical area and contribute substantively to supporting related new business efforts for that technical area through supporting positioning, partner cultivation, and select proposal efforts
  • Proactively support development and/or refinement of Jhpiego approaches and available content to increase appeal to donors and for quality inputs to design leads (e.g., conceptual frameworks, scale-up approaches, transition to local partners etc.)
  • Remain up to date on promising technical and programmatic approaches relevant to current and future proposals

  • Lead or support creation/updates of NPD procedures, tools and guidelines
  • Develop and/or lead special projects either within NPD, or with relevant staff appointed from each department, including global programs, information technology team, human resources and finance and administration

Minimum qualifications (mandatory):
  • Advanced degree in public health, international development or relevant field
  • 12 years' substantive experience in designing, developing, drafting, implementing or managing public health projects
  • 2+ years field experience in one or more regions (Africa, Asia, and/or Latin America)
  • Knowledge of global health priorities, program design interests and technical interventions
  • Demonstrated success in securing funds from government and/or private donors, including playing roles as primary designer and/or writer on winning bids
  • Demonstrated success building and leading cross-functional teams of clinicians, public health specialists and administrators prioritizing needs, developing action plans and executing initiatives
  • Strong ability to articulate cogent, concise and compelling proposal narrative from technical and programmatic design inputs, aligned with proposal win themes and organizational value proposition
  • Ability to efficiently assess responsiveness of narrative to donor requirements, identify and address gaps with core proposal team
  • Ability to effectively convey information about project needs, in many cases to those who might be unfamiliar with the details
  • Ability to manage relationships for multiple and concurrent opportunities/initiatives
  • Ability to produce under tight timelines
  • Demonstrated analytical, organizational and decision-making skills
  • Strong change management, results-oriented and decision-making skills
  • Experience and understanding of multiple donor frameworks including CDC, USAID, and private sector donors
  • Demonstrated ability to exercise strong judgment relevant to the above responsibilities
  • Exemplifies pursuit of a growth mindset with regarding to applied learning and problem solving
  • Ability to travel internationally independently, particularly to low-resource settings
  • Excellent interpersonal, writing and oral presentation skills

  • Preferred qualifications:
  • Fluency in a second language (Portuguese, Spanish, with emphasis on French)
  • Demonstrated partner and budget negotiation
  • Relevant technical and programmatic expertise, while living in LMIC settings, within the past five years
  • Experience directing a project with a budget of over $800k a year
  • Experience working for a donor institution, or grant making
