ECS is seeking a Solutions Project Manager to work in our Arlington, VA office or Remotely.

ECS is seeking a Solutions Project Manager to support a strategic Cyber Security Program in support of our DHS CISA client. The Solutions Project Manager will play a strategic role in painting and enabling innovative visions that encompass the full lifecycle of delivery and will be empowered to implement those changes. The ideal candidate will work with stakeholders to support the project lifecycle to produce solutions within the Atlassian suite of tools (Jira/Confluence). The candidate will have the desire to drive team organization and improvement using modern/agile approaches for business delivery. This position is located in Ballston, VA (Arlington) with the option for routine remote work.

Job Responsibilities:

  • Perform requirements elicitation, documentation, and verification to ensure alignment with end-user objectives
  • Performs risk management, including identifying, prioritizing, and mitigating risks, and communicating and escalating risks and issues
  • Manage project schedule to ensure the timely delivery of committed work
  • Work with solutions developers and customers to derive requirements for use cases/scenarios and recognize opportunities for improvement for business processes and determine ways to problem solve, analyze and develop solutions based on customer interviews and data
  • Assist solution developers in creation and maintenance of Jira and Confluence collaboration sites (e. g., Kanban boards, Scrum boards, documentation pages, etc.)
  • Triage JIRA and Confluence user requests as they come in and assist where appropriate
  • Daily engagement with Federal stakeholder to seek opportunities to increase customer satisfaction, develop and deepen long-lasting client relationships
  • Support the development of briefings, agendas, and other general documentation support as directed, including training material and demonstration sessions for new and existing technologies to various DHS stakeholders
  • Work with the government and team members to identify, recommend, and implement opportunities for service delivery improvement and new technology implementation
  • Independently gather information from subject matter experts to develop, organize, and write procedure manuals, technical specifications, and process documentation
  • Utilize data to enable deeper insights into organization and solutions
  • Agile experience/knowledge of key agile techniques include SAFe, Kanban, Lean, XP and Scrum
Required Skills:
  • Must be a U.S. Citizen
  • Bachelor's Degree
  • Ability to successfully maintain a DHS Entry on Duty (EOD)/DHS Suitability, with the potential to obtain a clearance up to TS/SCI
  • 5+ years' experience in business analysis, systems analysis, and/or design of information systems programs and related business processes
  • Ability to lead and facilitate requirements working sessions and clearly document the outcomes (e.g. requirements, action items, decisions made, etc.)
  • Ability to clearly communicate technical concepts to both technical and non-technical users
  • Must be able to work well both in a team environment and independently
  • Experience with Atlassian Suite (Jira/Confluence)
  • Highly organized and possess exceptional attention to detail
  • Confronts difficult problems in a positive and creative way
  • Demonstrates ability to interact comfortably with Senior Leadership and/or Government Executives and staff on a day-to-day basis and possess business presentation skills
  • Balances multiple and competing priorities and executes accordingly
Desired Skills:
  • Familiarity with government projects and policy/procedures teams
  • Demonstrates strategic thinking and leadership with strong relationship management
  • Prior DHS experience and possessing a DHS Entry on Duty/DHS Suitability
  • Project Management, Agile, and/or Cyber Certifications (PMP / ACP / CSM / SAFe / CISM)
  • Experience working with phase-based and Agile delivery methods
