Position Overview: Apply master-level systems expertise and judgment to design efforts in order to ensure that systems and services meet stakeholder goals. Lead cross-functional matrix teams to provide outstanding results. Develop and advocate for consistent design approaches, participate in systems selection, and generally extend the use, effectiveness, and efficiency of design in solution development.

The position requires skills in architecture, design, teamwork, collaboration, and communication. Must be able to address stated and unstated expectations, including continually adjusting processes and systems to create greater user satisfaction, efficiency, quality, and value. Resolve conflicting priorities through careful systems analysis, cost/benefit analysis and by building consensus with stakeholders. Provide "can-do" solution leadership especially when confronted with difficult design challenges.

Essential Responsibilities:

  • Work with other architects to build alignment across technical domains
  • Work with other architects to build alignment around design practices, standards, and working materials.
  • Create and socialize clear and illuminating specifications and architecture designs.
  • Lead design efforts to ensure proper operation, efficiency, and ongoing improvement of significant business systems and processes.
  • Lead large implementation projects for commercial or internally developed systems.
  • Understand current and emerging technologies. Lead architecture direction and champion "best-fit" use of technologies and processes.
  • Leverage strong knowledge of the business environment to best align projects and processes with business drivers.
  • Drive selection processes for system purchases, including assessing user requirements and company goals.
  • Work effectively with multi-departmental matrix teams as well as onshore/offshore hybrid teams. Delegate work to team members as appropriate and within resource constraints.
  • Collaborate effectively with stakeholders of varying technical and business backgrounds and objectives. Support resulting consensus-developed conclusions.
  • Regularly monitor system / process metrics and stakeholder experiences to identify and address trouble spots and opportunities for improvement.
  • Maintain professional self-development regimen to stay abreast of business and technology landscape and to lead by example with positive and transparent interpersonal relationships.
  • Perform other duties as necessary or assigned.


Supporting Responsibilities:
  • Meet department and company performance and attendance expectations.
  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
  • Perform other duties as assigned.


Work Experience: 10+ years of senior-level systems development and analysis. Health Insurance industry and claims/billing systems experience preferred. Demonstrated ability to lead cross-functional teams.

Education, Certificates, Licenses: BS, BA, or equivalent education in Computer Science or related field. Master's degree preferred. Certification in a recognized major architecture framework such as TOGAF, EA, etc. preferred.

Knowledge:

Technical Development: Visual Studio .NET languages (C#/VB.NET). SQL Server/Transact-SQL. Normalized database design principles. Object oriented programming (OOP) principles. Familiar with Entity Framework. Self-management skills for coordinating numerous, simultaneous projects. Experience with management software systems (such as Team Foundation Server) for change control, deployments and planning. Experience with or exposure to Service Oriented Architecture/API.

Other Skills and Abilities: Demonstrated experience with design best practices and tools. Expert skill with solution visualization and diagramming. Broad experience with business process mapping, quality approaches, programming languages and environments, database technologies, systems integration, and business intelligence. Strong problem solving and debugging skills. Ability to learn new concepts and technologies quickly.

Language skills: Excellent verbal and written communications skills required for working with users and vendors.

Mathematical Skills: Requires math skills, including percentages, ratios, statistics, graphing and spreadsheet skills.

Reasoning Ability: Requires ability to define and prioritize problems and manage workload without direct supervision.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel may be required approximately 5% of the time.

Physical Requirements: Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions. Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
