Summary: As part of the HSEQ team, this position is responsible for ensuring tactical level safe operations by implementing and maintaining WW health, safety, environmental, and quality systems and programs.  Oversees well control project compliance with applicable health, safety, and environmental protection laws and regulations.  Acts as a liaison between the WW Project Manager/Team Leader and the WWHSEQ Department for local health, safety, and environmental regulations in the jurisdiction in which the well control project is conducted

Essential Duties and Responsibilities:

  • Advises project management of the safety requirements of the operation, including statutory requirements, WW policy & procedures, clients’ requirements in liaison with the HSEQ Department, and industry best practice.
  • Implements, and manages the WW Health, Safety, Environmental, and Quality  Program and the Site Safety Plan for well control projects.  Serves as the project site safety officer in compliance with 29 CFR 1910.120 (q).
  • Develops and reviews well control emergency response plans.
  • Provides location inductions for employees, visitors, regulators, and service personnel.
  • Plans, implements, and manages all WW safety initiatives introduced to the project.
  • Conducts risk assessments for all areas of work in coordination with the Project Manager/Team Leader (PIC) and third-party supervisors. Regularly checks that necessary safety precautions are followed.
  • Is responsible for the safety of the project’s lifting and rigging equipment program.
  • Reviews and communicates comments on Job Safety Analyses performed by others. Assists in development of Job Safety  Analyses as required.
  • Works with the crews to improve safety standards and practices by participating in tool-box talks, risk assessments, inspections, audits, and incident investigations; sets a personal example.
  • Administers the Permit To Work System when required.
  • Conducts and documents safety inspections to identify potential unsafe conditions and hazards as required; takes immediate corrective action to mitigate risk and correct any potential hazards.
  • Inspects and repairs safety and emergency response equipment on the location.
  • Performs Incident investigations and completes, maintains, and disseminates required accident reports.
  • Designs, develops, and implements local safety training as required; maintains required training documentation.
  • Designs & conducts emergency drills as required.
  • Enforces site safety practices on the well control project location.
  • Manages the on-site Behavior Based Safety Process. when applicable.
  • Coordinates with the well control team to ensure regular safety meetings are planned, organized, and executed according to WW guidelines; calls additional meetings as needed to address special situations and circumstances.
  • Recommends improvements to the WW HSEQ Management System, emergency response plan, and health and environmental programs.
  • Participates in weekly and pre-tour safety meetings, presents occupational health briefings.
  • Ensures project evacuation procedures are maintained and followed
  • Maintains local government-mandated safety files and records.
  • Maintains updated knowledge of all applicable local and federal health and safety laws and pending regulations.
  • Follows all WW HSEQ policies and procedures and performs all duties in accordance with the Permit to Work System.
First Aid & Medical Care Duties:
  • In the case of all medical incidents the reporting requirement for the incumbent is to report to the General Manager HSEQ .
  • All reporting must maintain with the proper clinical restriction associated with the Health Insurance Portability and Accountability Act or its national equivalent.
  • Performs individually authorized action if an appropriately trained Medic is present, assists in the performance of the following duties:
  • Administers authorized first-aid; and coordinates follow-up care of injuries and illnesses.
  • Consults with the treating Health Care Professional , Medic, or other approved medical authorities to coordinate the appropriate treatment personnel
  • Coordinates medical rescues and relays information to hospitals, air-ambulances
  • Coordinates the activities of persons involved in a rescue of others
  • If so directed, obtains and conveys medical records of medical consultations, injuries, and illnesses, and compiles reports on all incidents to General Manager, HSEQ .
  • Must create a Med Map or medical emergency response plan for each job or change in location
  • Maintains control of chaotic situations, mass casualties, and incidents
Other Duties:
  • Participates in industry, client, or community training events, presentations, conferences, and trade shows to promote WW capabilities
  • Maintains the Project’s personnel accountability system (POB) in accordance with WW guidelines and regulatory requirements.
  • May assist in loading & unloading of personnel and equipment from aircraft, vessels, and vehicles.
  • Completes all other tasks as assigned by the Project Manager/Team Leader.
Minimum Requirements:
  • Must be able to understand and work mathematical equations.
  • Must be able to classify types of occupational injuries and illnesses, given special criteria.
  • Must be able to problem solve.
  • Must be a self-motivator and work without close supervision.
  • Must be able to prioritize jobs and work under tight time constraints.
  • Must have 10 to 15 years of experience with an operator or upstream energy services provider, preferably in drilling, workover, snubbing or production. Preference will be given to candidates with significant hands-on operational experience as well as those with a wide range of land, offshore, arctic, hazardous atmospheres. Domestic and international experience is required.
  • 10 years of experience operating under a formalized HSEQ management system is preferred.
  • Must have 5 or more years occupational health or emergency medical care experience including registration as First Responder or an EMT – 1 or higher.
  • Ability to read, write, speak and understand English
  • Foreign language (especially French, Spanish, or Arabic) is preferred
  • Strong communications skills (oral and written)
Licenses, Certificates, Credentials, and Other Requirements:
  • WSO, CSP, COSS, HIPAA or equivalent certification is preferred.
  • Knowledge of all applicable health, safety, and environmental laws and regulations is required.
  • Water Survival, HUET and Medical Certificates are needed where required by regulation.
  • Must pass pre-employment and random drug tests.
  • Well Control Certificate (WellCAP® or IWCF®) is required.
  • Must possess current certification as an emergency medical technician-paramedic level provider or equivalent military paramedic training as required by local regulations. Advanced nursing certification or training is preferred.
  • Must be able to work in areas of extreme height.
  • Must be able to work in extreme cold, hot, and turbulent weather conditions.
Education: 
  • High school diploma or GED equivalent
  • College experience preferred but not required
  • Must be familiar with oilfield operations and terminology
  • Must have excellent computer skills (preferably Microsoft Word®, Excel®, Access®, SharePoint®, PowerPoint®, Visio®, and Publisher® software).
