Job Description

Position Overview

As a Senior Manager, Environmental Compliance & Strategy, focused on Endangered Species Act (ESA), Migratory Bird Treaty Act (MBTA), and Bald and Golden Eagle Protection Act (BGEPA) compliance, you will support the responsible development, construction and operation of utility-scale wind and solar energy facilities and transmission across the US. This position is primarily responsible for leading federal regulatory agency consultation/ensuring compliance with Section 7 and Section 10 of the Endangered Species Act for Invenergy Transmission and supporting teams across the entire company portfolio in similar duties.

To fulfill these duties, you will collaborate with internal project teams such as development, engineering, and construction management; external teams like environmental, engineering and external legal counsel; and external stakeholders such as private landowners, state/federal resource agencies, and conservation organizations. You will also engage and collaborate with industry trade associations on varied policy initiatives related to federal wildlife laws. The ideal candidate will be an organized and collaborative self-starter with a keen attention to detail, with the ability to support multiple projects at various stages of development, construction, and operations.

Responsibilities

  • Formulate overall ESA strategy for assigned program or projects.
  • Serve as technical expert in ESA, MBTA, and BGEPA for the organization, and identify compliance strategy for diverse and highly technical projects and programs.
  • Direct and/or oversee the preparation of technical reports, and other documentation required to support Invenergy ESA, MBTA, and BGEPA compliance. When necessary, direct and/or oversee preparation of permit and authorization materials (e.g., Biological Assessments and Biological Opinions).
  • Develop technical briefs specifically designed to analyze and communicate the implications of a particular environmental policy or issue for specified groups such as Congress and business/industry trade associations, and environmental organizations.
  • Build relationships and coordinate with stakeholders such as federal and state agencies and Tribes.
  • Manage consultants providing environmental survey and planning/permitting support for ESA, MBTA, and BGEPA compliance, which includes reviewing proposals, scheduling surveys and ensuring survey methodologies incorporate wildlife agency input and where necessary satisfy permit application criteria/issuance and compliance conditions in alignment with project needs.
  • Review technical reports provided by consultants with critical attention to the accurate reporting of the survey objectives, methods, and results.
  • Maintain a complete and organized project record to demonstrate compliance with federal and state wildlife regulations.
  • Identify and communicate project needs, schedules, permit requirements, and risks across project support teams. Work collaboratively and efficiently with internal teams and external parties (e.g., consultants) to execute project work on schedule, and develop strategies to address environmental-related issues.
  • Maintain comprehensive knowledge of environmental policy, regulation and compliance that affect permitting decisions and impacts on project siting and compliance.
  • Ensure permit requirements related to ESA, MBTA, and BGEPA are carried out through development, construction, and operations of the project.

Requirements
  • Minimum of an MS in wildlife and fisheries, zoology, biology (wildlife concentration)
  • Minimum of 10 years of experience navigating ESA (Section 7 and/or Section 10), MBTA, and BGEPA
  • Diverse experience throughout the country
  • Must be self-directed and detail oriented, with the ability and desire to work effectively in a team environment.
  • Able to act and adapt to a fast-paced business environment with competing deadlines, and quickly learn and implement internal processes.
  • Strong attention to detail, assuring documents and communications are concise and accurate.

Salary Range

$135,000 - $162,000
