Job Description Summary:
PayPal is seeking a high caliber and energetic attorney with experience in financial services and payments regulation, card network/NACHA rules and technology to join our Global Product Legal team supporting the Merchant Business Unit. The Senior Legal Counsel, Merchant will:

- Be a subject matter expert in the area of Merchant Services, including applicable payment card network and NACHA rules.
- Help develop a unified framework to help PayPal successfully navigate card network and NACHA rules requirements along with financial services regulations.
- Provide proactive, timely and business-focused legal advice on card network and NACHA rules, payments law and banking regulation.
- Advise on the design and modification of Merchant products, the structuring of partner and merchant deals, proactively identify associated risks and recommend mitigation strategies, and review product user experiences to ensure legal compliance with applicable laws and card network/NACHA rules.
- Participate in strategic projects and initiatives as needed arising out of PayPal's Merchant Business Unit.

  • Participate in strategic projects and initiatives as needed arising out of PayPal's Merchant Business Unit.

The successful candidate will have the following specific qualifications and experience:
  • J.D. or equivalent required.
  • 6 or more years of experience practicing either in-house (or in an equivalent setting) or at a reputable law firm, with at least 2 years of those years focused on payments law, the FinTech space, or financial services and banking regulatory analysis.
  • Ability to advise on payment card network and NACHA rules, federal and state money transmission and banking regulations; data privacy laws as they relate to financial institutions; consumer protection laws; and other guidance coming out of federal and state agencies such as the CFPB and the FTC.
  • Familiarity with, and strong interest in, PayPal, Braintree, Zettle, mobile and alternative payments, emerging payments technology, and the payments industry.
  • Ability to thrive in a fast-paced environment and to tolerate change and ambiguity.
  • Confident self-starter with strong interpersonal and organizational skills and a demonstrated ability to effectively and proactively provide sound legal advice, exercise good business judgment, and work well with other attorneys, management, and cross functional stakeholders.
  • Ability and drive to take ownership of projects and tasks.
  • Comfortable with gray areas and interpreting and applying the law in unsettled contexts.
  • Creative thinker with strong problem-solving skills.
  • Exceptional oral and written communication skills.
  • Ability to handle multiple assignments simultaneously, with effective resolution of conflicting priorities.
  • Admitted to, and in good standing with, a state bar.

New York City Only : The pay range for this position is as mentioned below per year, plus annual bonus. We take into consideration an individual's background and experience in determining final salary.
