SUMMARY

The Senior Java Developer/System Architect provides a high-level expertise with assisting in the business design, testing, development, and maintenance of secure computer applications. This position is responsible for providing technical assistance, including application support, problem analysis and resolution, application test, documentation and training. This work will include working with hospitals, laboratories, software vendors and other health care facility types to set up data exchanges, primarily HL7, to feed into the Illinois Department of Public Health.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Creates solutions and conducts performance tests to improve availability, performance, reliability, capacity and scalability in the application, system or database layers.

Identifies application performance bottlenecks and facilitate root cause analysis of system issues to minimize impact and future occurrences.

Ensures agile principles are followed within the team to help to help increase speed and quality of delivery and improve alignment across projects.

Performs analysis, design, coding and testing for system software components, databases and applications possessing a wide range of capabilities (e.g., engineering, business, and records management functions) to advance proofs-of-concept, reusable frameworks and reference applications/architectures.

Designs, develops and implements web-based java applications to support business requirements and projects.

Resolves technical issues through debugging, research and investigation.

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and co-workers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions as the best of own ability.

EDUCATION/EXPERIENCE

Bachelor's or master's degree in bioinformatics, biology, microbiology, virology, computer science, computational biology. or related degree with a minimum of two (2) years' of practical experience. Master's degree desired. Experience and high comfort level with JAVA, J2EE, XML, Web services, and frameworks such as Spring, Struts, AJAX, etc. Experience with developing applications in an enterprise environment with IBM Rational Suite of Products (RAD, Clear Case) and Database management systems such as DB2, SQL/MySQL. Ability to multi-task with excellent communication skills.

CERTIFICATES, LICENSES, REGRISTRATION

Must be able to obtain government security clearance

U.S. Citizens/Green Card only due to government or federal requirements

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Knowledge and understanding of HL7 for the exchange, integration, sharing, and retrieval of electronic health information.

Experience working with an interface engine such as IBM Web Sphere Transformation Extender or Rhapsody and with laboratory Software applications.

Requires experience and understanding of standardized data formats preferably with HL7 or an equivalent data format such as X12.

Knowledge of DB2, SQL Server, Java application programming, and transmission software such as Move-IT, FTP, VPN, or PHINMS.

Knowledge of software tools that support online public health data acquisition, entry, abstraction management, analysis, and reporting.

Ability to develop and maintain effective working relationships with national, state, and local partners in various governmental, private, and voluntary agencies.

Experience in conveying complex information effectively using oral and written communication with the ability to analyze, interpret, and summarize data and prepare reports.

LANGUAGE SKILLS

Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
