The Sr. Director of Health Plan and Patient Affordability Strategy interacts and aligns with various individuals and teams internally, including but not limited to business unit leaders across commercial and national account teams, brand, corporate and government affairs, market access marketing, finance and analytics. By developing a culture of collaboration this position will create a vision to guide change, demonstrate meaningful and timely decisions, and will continue to build cohesive strategy that will impact the lives of the patients, caregivers and communities that Otsuka serves. Additionally, this position will interact with our external customers including but not limited to; copay card vendors, national and regional health plans and PBMs. This position is also responsible to share insights and liaise internally with key internal teams from payer perspective to inform complimentary business strategies including the overall GAA strategies at the federal and state levels.

She/he will focus on developing, managing, monitoring and communicating Otsuka's positions on patient affordability services and portfolio business functions for commercial copay support to patients. This position serves as one of the company's primary roles responsible for developing and communicating short- and long-term corporate strategy across the organization for our commercial co-pay card programs and the financial impacts on patients, providers and the company. This role interacts and aligns across business units and brand teams and drives insights and strategy development for customer-facing functions, including members of the national and regional health plan account and PBM representatives, provider groups, and copay business vendors.

Core Responsibilities:


  • Align with members of the commercial and finance organization to develop patient affordability strategy and implementation plans. Work in partnership with brand teams to develop strategies that are an extension of the brand commercial and patient access plan.

  • Monitor and analyze Otsuka's key performance metrics for each brand and track copay support utilization trends.

  • Evaluate and analyze patient service program quality and metrics, including partnering with hub and copay program vendors to create customer models and provide insights on the best model to execute

  • Works directly with external copay card vendors and supports the development of modeling tools that accurately track and predict copay card usage and future outlays for each brand

  • Provide operational, legal, and strategic considerations around standing up internal or external patient support service capabilities, including facilitation of field-based team program development/optimization and team training

  • Analyze shifts in policy, regulations, and guidance developments the ability for manufacturer and third-party clients to operationalize patient affordability services

  • Provide insights into the calculation and impact of copay support services on gross-to-net, net pricing capabilities, and overall profitability - including budget management, program profitability, and how these investments inform broader brand planning

  • Develop coherent quantitative and qualitative strategies and collaborate cross-functionally to evaluate brand copay programs.

  • Collaborate with internal stakeholders on development of strategy and tactical planning

  • Develop and maintain a network of contacts at the national and regional health plans and PBMs to ensure accounting of Otsuka's interests in important market environments. Develop briefing materials for leadership teams relating to brand copay programs that impact Otsuka brands and copay programs.


Qualifications:

  • Bachelor's degree required.

  • Advanced degree in law, health policy, or equivalent preferred

  • Minimum of 10+ years of relevant market experience, primarily in healthcare, including working with the health plans on copay programs, PBMs, or in a similar role for life sciences industry

  • Ability to effectively deliver information, and explain, collaborate, and implement short and long-term organizational strategy through executive planning sessions with the corporate leadership team, brand teams, and other key functional groups in Otsuka

  • Ability to work under tight deadlines and effectively lead the organization to align behind a vision and strategy

  • Demonstrated track record of strong advocacy and communication skills

  • In depth understanding of healthcare, pharmaceutical and biotechnology industry issues, as well as relevant legal and regulatory requirement

  • Superior oral and written communications skills and financial acumen to convey pertinent information, issues, reports, and other deliverables clearly and effectively

  • Ability to build trust and cultivate relationships with diverse internal and external stakeholders

  • Strong analytical and quantitative skills and ability to construct complex financial input/output models in Excel or other

  • Previous experience working with relevant health plan or PBM preferred

  • Travel flexibility as needed
