The Senior Business Analyst joins a dynamic team supporting the Indian Health Service, Health Information Technology Systems and Support (HITSS) project. This position will elicit and capture requirements for IT systems, conduct market research, demonstrate subject matter expertise in business analysis, healthcare processes, and provide customer focused problem-solving solutions to the customer. The Senior Business Analyst is a customer-focused position able to quantify, highlight and validate customer needs to ensure expectations are met and deliverables/services are timely and up to standards. This position requires technical and institutional knowledge and the ability to engage and communicate effectively with stakeholders of all tiers/levels including system end users, government personnel, clinicians, upper level management, IT professionals, subject matter experts, vendor experts (technical and managerial) and vendor principals. The Senior Business Analyst demonstrates the ability to collaborate in a high-paced and, sometimes, challenging environment.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Gathers and documents requirements for existing and new projects using agile tools and/or standard requirements documentation.
Conducts market research on any commercial or government system for new, or the replacement of existing IT/health systems.
Assists the project manager with the development and maintenance of backlog items used in agile development.
Prepares draft training materials/instructions on existing and new systems.
Coordinates or assists the project manager with coordination of enterprise-wide training.
Prepares draft release notes and contributes to documentation for new and existing systems.
Contributes to the development/modification of policies supporting new and existing systems.
Analyzes problems for various projects to identify significant factors, gather pertinent data and recognize solutions.
Reviews and updates reports, document editing and other written documents as needed.
Understands and responds to a rapidly changing business environment and works closely with the project manager on customized solutions.
Contributes the requisite technical expertise in the implementation of security standards and guidelines.
Supports internal CMMI-related commitments to support cyclical audits and maintains quality assurance standards for existing documentation through peer reviews, audits and checklists.
Responsible for aiding in own self-development by being available and receptive to any training made available by the company.
Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
Bachelor's degree in Business or other related field of study and a minimum of ten (10) years' related experience in information technology, business analysis, health information technology, business process improvement, or equivalent combination of education / experience.
Experience with requirements gathering and documenting in an agile tool (i.e., Microsoft Azure DevOps). Experience compiling requirements documents with requirements traceability matrices.
Experience with requirements gathering for healthcare systems, such as personal health record systems (patient portal), electronic medical record systems, and health information exchange systems.
CERTIFICATES / LICENSES / REGISTRATION
Must be able to obtain Public Trust Level 5 background clearance

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Ability to work effectively in an environment notable for complex and sometimes evolving information. Ability to work collaboratively with peers and stakeholders. Ability to maintain courtesy, respect and professionalism in all situations.
