Job Title: Quality Control Manager (B)

Job Summary:

EMCOR Government Services is recruiting for the role of Quality Control Manager (QCM) for a healthcare facilities management bid in San Antonio, Texas. The Quality Control Manager (QCM) will be responsible for the performance, coordination and serving of all Corrective Maintenance work and manage the Operations and Maintenance (O&M), repair, minor construction and sustainment contract for large government healthcare facilities program. Serve as interface between the customer and the company. Deliver exceptional site leadership, customer service, positive employee engagement, and compliance with applicable local, state, and federal requirements, while meeting safety and quality performance requirements.

The QCM shall have a minimum of five (5) years of experience in quality control evaluation and experience medical health care facilities.

The QCM will be familiar with the various codes and standards applicable to the project covered by the performance work statement, NFPA, EPA, and Occupational Safety and Health Administration (OSHA) codes and standards and TJC for hospital accreditations.

The QCM should possess advanced knowledge and understanding of all aspects of medical facility repair, construction and facilities management to include the following disciplines: mechanical, electrical, plumbing, communications, security systems, and landscaping. The QCM should also have experience in the federal government design and construction management policies and procedures to include: DoD MTF design standards, bid preparation, bid solicitation, bid evaluation and selection, award, inspection, acceptance and project close-out.

Essential Duties and Responsibilities:

  • The QCM shall be responsible for implementing and assuring that both contractor and subcontractor personnel follow the requirements of the established and approved Quality Control Plan (QCP). The QCM shall monitor the performance of the QC activities in all other work centers covered by the task order and shall provide remedial training as necessary to the responsible trades or subcontractor personnel at other locations.
  • Ensure staff and subcontractors adhere to management plans and processes, including safety and quality requirements.
  • Ensure work is completed in compliance with contract requirements, healthcare codes and regulations and performance standards.
  • Resolve conflicts, identified deficiencies, and issues following reporting and corrective action requirements.
  • Maintain program documentation and records for The Joint Commission (TJC) requirements, contract deliverables and plans, training, staff certifications and licenses, and permits.
  • Conduct staff quality training and quality inspections.

Qualifications:
  • The QCM shall have a minimum of five (5) years of experience in quality control evaluation medical health care
  • The QCM will be familiar with the various codes and standards applicable to the O&M tasks covered by the performance work statement, NFPA, EPA, and Occupational Safety and Health Administration (OSHA) codes and standards and TJC for hospital accreditations.
  • The QCM should possess advanced knowledge and understanding of all aspects of medical facility repair, construction and facilities management to include the following disciplines: mechanical, electrical, plumbing, communications, security systems, and landscaping.
  • Experience with at least two (2) TJC Accreditation Surveys is desirable.
  • Experience using DMLSS CMMS is preferred.
  • Training in the area of Quality Control is preferred
  • Strong oral and written communication skills required.
  • Completion of OSHA 30 preferred.
  • Must be able to read, write, speak, and understand English.
  • Must have a valid drivers license
