SUMMARY

Paragon Professional Services, a subsidiary of Bering Straits Native Corporation, is seeking qualified candidates for the position of Protective Security Officer (PSO) in Frederick, Maryland. PSOs perform an exceptionally crucial role in support of the mission and are typically the first point of contact for visitors within a federal facility. In this very visible role, PSOs serve as a vital defense-in-depth countermeasure.

This position is contingent upon contract award.
Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

  • Operate and enforce a system of personnel identification. Perform package inspections (X-ray) for all visitors and deliveries.
  • Perform a variety of security-related duties and tasks, depending on post assignment. PSOs shall detect and respond to emergencies and secure all entrances/exits as per established policies and procedures.
  • Authorized to restrict or deny entrance or exit of persons, vehicles, and/or property into a building, facility, or compound at any given time in accordance with established security procedures.
  • Conduct patrols throughout government-controlled property for the purpose of identifying, detecting, and reporting security violations, hazardous situations, criminal activity, suspicious persons, and suspicious circumstances. These patrols may be conducted on foot or with the assistance of a vehicle.
  • Perform traffic control related duties. This primarily involves the regulation of entering and exiting vehicular traffic on federally controlled property. This may occur at any facility location including gates, roadways, parking lots, garages, ramps, and loading docks. This function may also involve the regulation of pedestrian traffic under certain circumstances. Depending upon your location and based on your post orders, you may be required to direct traffic (vehicular and/or pedestrian), control parking, issue courtesy traffic violation notices on Federal property, as well as observe the environment for suspicious vehicles or persons on or around Federal property.
  • Key control, issuance, and storage. This involves the application of any facility key or key card control and accountability practices and procedures.
  • Security and fire alarm systems. Assigned PSOs will monitor and operate security and fire alarm systems status in accordance with established procedures. The PSO may be required to respond or dispatch on-duty personnel in response to alarm notifications. The PSO may also be responsible for notifying the security supervisor, facility agency representatives, and the FPS MegaCenter of any alarm activations.
Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO's)

To be eligible to perform duties under this contract, a PSO shall meet the following general qualifications:
  • Be a United States citizen; or a Lawful Permanent Resident who is currently a member of, or who possesses a verifiable honorable discharge from, any component of the United States Armed Forces (Army, Air Force, Navy, Marines, Coast Guard)
  • Been issued a Social Security Card by the Social Security Administration, which bears the individuals name and social security number
  • Have verifiable documentation of one experience and one education level listed below.
  • Shall fluently speak, read, comprehend English, and be able to compose written reports in English.
  • Must be 21 years of age.
  • PSOs must hold a Secret or Top Secret - Sensitive Compartmented Information (TS-SCI) clearance.

Knowledge, Skills, Abilities, and Other Characteristics

  • Experience: A minimum of two (2) years of security (armed) or one (1) year of law enforcement experience in a full-duty status with a full service police department in a municipality, state, or federal law enforcement department within the US, and have resigned or retired in good standing; or A minimum of two (2) years of honorable service as a member of any US Armed Forces (Army, Air Force, Navy, Marines, Coast Guard) component; or
  • Education: Received, at minimum, either a high school diploma or General Equivalency Diploma (GED) from an accredited institution of higher learning, or as identified on DD Form 214. (Note: High School Diplomas from countries outside of the United States must be translated in English and certified by a Notary or an individual who is authorized to notarize documents. The document must be an original copy)
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Basic knowledge of Microsoft Office applications and data entry.
  • Effective organizational skills.

NECESSARY PHYSICAL REQUIREMENTS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Pre-Employment and Recurring Physical/Medical Examinations

The PSO shall meet the following medical standards:

Vision: Applicants must have binocular vision and must not test less than 20/30 (Snellen). An applicant who has undergone a Radial Keratotomy or laser correction procedure to correct his or her vision to an acceptable level is medically qualified for the position. Near vision, corrected, or uncorrected, must be sufficient to read Jaeger Number 2 or equivalent type and size letter at a distance of no less than 12 inches on a standard Jaeger chart. Applicants must have normal color vision.

Hearing: Applicant's average hearing at 500, 1000, 2000, and 3000 Hertz (Hz) must be less than or equal to 25 decibels. Applicant's hearing at 4000 or 5000 Hz must be less than or equal to 45 decibels. If there is a difference in hearing between applicant's ears (in excess of 15 decibels at 500-3000 Hz range or in excess of 30 decibels at 4000-5000 Hz range). Applicants must receive a test for sound localization. Applicants shall not have ear disorders affecting equilibrium. Applicants may use a hearing aid.

Speech: Applicants must be able to speak clearly and distinctly. Any disease or condition that significantly interferes with an individual's ability to speak is a disqualifying factor.

Cardiovascular System: Any disease or condition that interferes with cardiovascular function and an individual's safe and efficient job performance is a disqualifying factor. Applicant aerobic capacity is a minimum 9 MET or 31.5 ml/kg min VO2 Max.

Chest and Respiratory System: Applicants must have a healthy respiratory system and receive an evaluation and clearance for use of disposable particulate respirators meet N95 standards as established by National Institute for Occupational Safety and Health (NIOSH). Any disease or condition that interferes with respiratory function and an individual's safe and efficient job performance is a disqualifying factor.

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS
  • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.
WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.
  • Frequent and prolonged walking, standing, sitting, and stooping, up to 12 hours per day, either indoors or outdoors, during daytime or nighttime. Outdoor posts may require an individual to withstand extreme heat, humidity, cold, and/or severe weather (e.g., snow, sleet, rain, hail, wind).
  • Frequent contact with public, law enforcement, and dispatch center, requiring an ability to speak clearly and distinctly and remain calm in stressful situations (e.g., confrontations with angry, distraught, disturbed, or violent persons).
  • Ability to remain on post up to four (4) consecutive hours without sitting, eating or relieving bladders/bowels.
SUPERVISORY RESPONSIBILITIES
  • No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS
  • Ability to obtain and maintain Federal Government Clearance
  • Ability to obtain and maintain Maryland Wear Carry Permit
  • Ability to obtain and maintain Maryland Security Guard Certification
  • Ability to pass pre-hire and random drug tests and physicals.
  • Valid Driver's License for the State you reside in
As a condition of employment, you will be required to pass a pre-employment drug screening/physical and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
