Position Overview:

This position involves proactive planning, coordination, control, and status reporting around cross-functional project efforts. The position serves as liaison between the delivery team, resource managers, and stakeholders to ensure effective project definition and delivery. Project managers are accountable for a portfolio of 20-40 projects annually for which they maintain up to date metrics and documentation as a means of fostering execution transparency. This role is vital to the success of our strategic IT projects and involves interaction with all departments and personnel, as needed, including external customers, vendors and consultants.

Essential Responsibilities:

  • Ensure successful delivery of assigned projects.
  • Develop and manage project timelines, milestones, activity maps, resource plans, and cost schedules.
  • Utilize milestones and/or burndown rates and velocity to predictively manage toward delivery deadlines.
  • Analyze and optimize tradeoffs between project constraints involving time, resources, and scope.
  • Understand project critical path, identify related project priorities, and effectively communicate those to team members.
  • Monitor project status and track key performance indicators.
  • Create weekly progress/status reports for projects and report status to necessary stakeholders.
  • Post regular project updates to website and other forms as defined by departmental procedures.
  • Coordinate and facilitate regular project meetings including but not limited to those related to planning, control, testing, and end user training. Monitor and manage risks and issues relevant to project success.
  • Ensure that project scope is clear, well-socialized, and closely aligned with project sponsor expectations.
  • Coordinate with business stakeholders around project testing and acceptance activities.
  • Ensure clear and comprehensive documentation, user guides and training materials are created for project deliverables.
  • Drive team member collaboration on issues and problems.
  • Schedule and facilitate Sprint Planning, Daily Scrum, Backlog Grooming, and Iteration.
  • Perform work reviews and retrospectives with teams to ensure both achievement of project goals and continual improvement.
  • Maintain central point of contact with contracted project resources.
  • Provide contract negotiation recommendations in support of project management standards and objectives.
  • Track project actual expenditures to budget, and review vendor invoices before payment.
  • Work closely with Business Analysts to ensure effective requirements gathering and documentation.
  • Use Lean thinking to continually improve project planning, delivery, and control efficiency by working to minimize wasteful project overhead.

Supporting Responsibilities:
  • Meet department and company performance and attendance expectations.
  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
  • Maintain customer service orientation and commitment to establishing and maintaining positive and healthy working relationships.
  • Ensure compliance with standards, policies, procedures, requirements, and regulations.
  • Pilot new hardware and/or software and determine capabilities and/or limitations.
  • Perform other duties as assigned

SUCCESS PROFILE

Work Experience:

Minimum 5 years of IT Project Management experience required. Experience in Health related field preferred, with a strong preference towards Insurance. Minimum 3 years in a business analyst/project management role leading a team of software and/or application developers in a complex business and systems environment to produce enterprise level software applications or technology solutions. Minimum 1 year working experience with iterative, waterfall, and agile software development life cycles and change management processes.

Education, Certificates, Licenses: BA/BS in Business, Math, Computer Science, or related field preferred.

Knowledge: Solid understanding of software development life cycle (SDLC) models, as well as working knowledge of both Agile and traditional project management principles and practices. PMP and scrum master certification is strongly preferred. Ability to use sound judgment and keen intuition to tailor project management approach as necessary to fit the specific needs of a given project and/or line of business. Ability to communicate effectively across all levels of the business on a consistent basis. Extensive knowledge of industry standards and best practice as it relates to project management. Demonstrated ability to project manage multiple, parallel projects and staff requirements. Excellent computer skills, including experience with project management tools such as Microsoft Project, and/or TFS. Advanced experience with Microsoft Office Suite, Outlook, Excel, PowerPoint, Visio, and SharePoint. Ability to work independently with minimal supervision. Excellent math skills required, including percentages, ratios, graphing, and spreadsheet skills. Must have exceptional written and verbal communication skills, Ability to effectively communicate with both technical and non-technical audiences in a clear and concise manner. Highly organized, detail oriented, flexible, and willingness to go "above and beyond" as necessary to meet critical deadlines. Capacity to quickly acquire knowledge of system capabilities and limitations. Excellent observation skills with proven ability to think critically and analyze complex systems. Adept at evaluating problems accurately and displaying sound judgment, including measured risks and timely escalation.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately 5% of the time.
