SUMMARY

Paragon Professional Services, LLC, a subsidiary of Bering Straits Native Corporation is currently seeking a qualified project Engineer Data Manager for the United State Army Corp of Engineers, Pipestem Dam Spillway Modification Project in Jamestown, North Dakota. Project Engineer Lab Manager will manage the day-to-day operation of the United States Army Corp of Engineers (USACE) Lab at the Pipestem Dam Spillway modification project, near James town, North Dakota.

The Lab is under construction. The Project Engineer Lab Manager will participate in the certification and validation through the Engineer Research and Development Center (ERDC).

Lab Manager will ensure that lab maintains ERDC validation

Lab Manager manages the activities of Quality Assurance personnel to ensure USACE QA goals are achieved

The Pipestem Dam spillway project is expected to have a duration of three (3) years.

Work hours will be reduced during winter months/non-construction times. Required to be on-site NLT Feb/March 2022. Personnel may be requested to provide training in data management and assist in navigating the data management system used in this project to government employees, junior government employees, and government hired students.
Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

Required to be on-site as soon as the lab is built, probably NLT mid-January, to participate in the lab validation in March.

  • Will ensure the lab is validated through the Engineer Research and Development Center (ERDC), Materials Testing Center and maintains validation.
  • Maintain files on Laboratory Tests performed
  • Maintain files on lab validation for ERDC Materials Testing Center
  • Maintain equipment verification/calibration records
  • Maintain laboratory QA manual documentation
  • Engineer/Manager will sign/stamp all QA reports.

  • Time requirements are: 8 hours per day (Monday through Friday), plus OT as needed during active construction, which will include weekends and all hours of the day (including all nights) as needed. Work hours will be reduced during winter months/non-construction times. Personnel may be requested to provide training in proper inspection techniques to government employees, junior government employees, and government hired students. The Lab may also be staffed with Government employees who will also assist with QA sample procurement and testing. Lab Manager will be familiar with all testing requirements for this project by the time validation of the lab occurs late spring 2023.
    Qualifications

    QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

    Required (Minimum Necessary) Qualifications (applies to both this section and KSAO's)
    • North Dakota Professional Engineering License required.
    • Bachelor's degree in Civil engineering
    • 5-years' experience in engineering construction including experience in field concrete placement and engineered soil placement.
    Must have experience in Lab operation and maintenance.

    The Project Engineer Lab Manager must have experience with the following:
    • Soil gradation - ASTM 136
    • Laboratory Compaction Characteristics of Soil - ASTM 698
    • Characteristics of soil using Modified Effort - ASTM 1557 Method A, B or C
    • Density of soil in Place using Sand-Cone Method - ASTM 1556
    • Density of soil in Place using Nuclear Method - ASTM 6938
    • Compression testing on Concrete Cylinders
    • Sampling Freshly Mixed Concrete - ASTM C 172
    • Air Content of Freshly Mixed Concrete (Volumetric Method) - ASTM C 173
    • Temperature of Freshly Mixed Hydraulic Concrete - ASTM D 75
    • Additional tests as required by USACE
    Knowledge, Skills, Abilities, and Other Characteristics
    • 2-years' experience utilizing ESRI, Autodesk or Bentley CAD/visualization software,
    • proficient in Microsoft 365 Excel and Access.
    • MS Word
    • Construction Safety and EM-385, OSHA requirements
    Preferred
    • Experience on larger civil and or earthwork construction projects

    DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS
    • must provide a valid Commercial Driver's License (CDL) and Medical Examiner's Certificate (MEC).
    • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.
    WORK ENVIRONMENT

    Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.

    Job is performed in both office and outside setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. Occasional travel may be required.

    SUPERVISORY RESPONSIBILITIES
    • No supervisory responsibilities.
    ADDITIONAL QUALIFYING FACTORS
