SUMMARY

Paragon Professional Services, LLC, a subsidiary of Bering Straits Native Corporation is currently seeking a qualified project Engineer Data Manager Specialist for the United State Army Corp of Engineers, Pipestem Dam Spillway Modification Project in Jamestown, North Dakota. The data manager can fully grasp the complexity of data management. The ideal candidate will have a strong understanding of databases and data analysis procedures. You will also be tech-savvy and possess excellent troubleshooting skills. The goal is to ensure that information flows timely and securely to and from the organization as well as within. The project is expected to have a duration of three (3) years.

The Project Engineer Data Manager Specialist will work with the Data Manager to manage and coordinate aspects of data collection and storage for the project including:

  • Quality control (QC) and quality assurance (QA) testing data
  • Perform QA checks on Web Viewer
  • Geographic Information Systems operation and data input
  • Coordinate with COR, data manager and GIS personnel to correct deficiencies
  • Attend on-site project meetings
  • Participate in remote United States Army Corp or Engineers weekly meetings
  • Train staff on the use of Survey123
Work hours will be reduced during winter months/non-construction times. Required to be on-site NLT May 2023. Personnel may be requested to provide training in data management and assist in navigating the data management system used in this project to government employees, junior government employees, and government hired students.
Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.

Provide data input services for the Pipestem Spillway Modification Project, Jamestown, North Dakota contract. This includes:
  • Track site construction work and laboratory testing to anticipate installation and quality control (QC) and quality assurance (QA) testing data to be generated. Use this information to QA-check the data and documents loaded to the database, SFTP site, and Web Viewer to ensure timeliness and accuracy in accordance with the specification requirements and the project's data management policy.
  • Follow up with the data generating entity on any missing or incorrect data to correct the deficiency as soon as possible.
  • Regularly review and evaluate database records for common entry errors and engineering errors.
  • Perform daily QA-checks of the Web Viewer to ensure data is plotting correctly, that Geographic Information Systems (GIS) features are appearing in the correct location and dimensions, and all components of the Web Viewer are online and displaying correctly. Communicate outages or display problems with the project's remote Data Manager immediately.
  • Coordinate with COR, Data Manager, and GIS personnel as needed to correct any data management system deficiencies in a timely and diligent manner.
  • Perform research in the Resident Management System on QC and QA narrative, RFI's, Variances, etc., and append relevant information to testing and installation records as directed by the Data Manager.
  • Perform QA on submittals of data to ensure data submitted to RMS matches the data submitted to the data management system components (i.e. SFTP site, database, and web viewer).
  • Attend on-site project meetings with construction, QA, engineering, and coordination meetings with the Contractor to maintain knowledge of current work.
  • Attend all planning and coordination meetings for features of work (e.g. data management, dewatering).
  • Participate in remote USACE Data Management weekly meetings and provide excellent communication and coordination with USACE Data Management team.
  • Train field staff on use of Survey123, troubleshoot S123 use, issues, and errors. Coordinate with Data Manager and Contractor to make any needed changes to survey forms, lookup lists, etc. Assist all project personnel with obtaining access to the Web Viewer. Provide training for all site personnel on the use and capabilities of the Web Viewer.
  • Write reports as needed.
  • Other duties as assigned.
Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary) Qualifications (applies to both this section and KSAO's)
  • Civil engineering or Engineering geology degree plus 2-years' experience in engineering construction including experience in field concrete placement and engineered soil placement. Ability to analyze, interpret, and organize large amounts of data
  • Excellent communication skills to translate complex problems using non-technical terms
  • In-depth understanding of modern database and information technologies
  • Excellent math, problem-solving, and analytical skills
  • Excellent time management skills and the ability to work towards meeting multiple deadlines simultaneously
  • Ability to compile and organize findings and data retrieved before presenting it to management
  • Thorough understanding of management and data administration duties such as collection, analysis, and distribution
  • Must possess excellent communication skills.
Knowledge, Skills, Abilities, and Other Characteristics
  • 2-years' experience utilizing ESRI, Autodesk or Bentley CAD/visualization software,
  • Two years experience using Survey123 for creating, sharing, and analyzing surveys
  • Proficient in Microsoft 365 Excel and Access,
  • MS Word
  • Construction Safety and EM-385, OSHA requirements
Preferred
  • Experience on larger civil and or earthwork construction projects

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS
  • must provide a valid Commercial Driver's License (CDL) and Medical Examiner's Certificate (MEC).
  • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.
WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.

Job is performed in both office and outside setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. Occasional travel may be required.

SUPERVISORY RESPONSIBILITIES
  • No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
