Job Title:

Sr Programmer

Job Responsibilities:

  • Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
  • Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
  • Analyzes, designs and develops systems and applications, working with the full software development lifecycle of new projects, writing and maintaining documentation to describe program development, logic, coding, changes and corrections; consults with stakeholders and users to gather information about needs, objectives, functions, features and other requirements.
  • Provides support for existing business systems by maintaining and enhancing existing client-based applications, modifying existing programs to conform to system changes, addressing and solving complex customer service tickets and advising and working with user departments to resolve specific or complex problems.
  • Provides support by interacting with business users and solving ticket items related to modules and provides innovated solutions by researching software and matching with user requirements advising users on limitations and providing alternative approaches.
  • Mentors Programmers in creating complex and efficient solutions.
  • Conducts unit tests of new or modified applications.
  • Participates in code reviews to represent reviewed work for adherence to standards and specifications.
  • Writes or revises programming documentation, operations documentation and user guides in accordance with standards.
  • Manages and provides support on various projects within the department.
  • Designs and works with n-tier architectures (UI, Business Logic Layer, and Data Access Layer).
  • Utilizes advanced .NET, SQL, HTML, XML, SOAP, Java Script, AJAX programming techniques.
  • Plans, designs, develops, debugs, implements and supports WCF-based web services.
  • Performs the full range of programming and database support in assigned systems area(s).
  • Installs and integrates new software programs into existing programming systems.
  • Implements security practices on assigned systems.
  • Develops and deploys software applications using .Net.
  • Develops and maintains code using Microsoft SQL Server and SQL Server Integration Service (SSIS)
  • Develops and revises existing programs and develop technical documentation.
  • Composes complex written material, writes specifications and application programs, and prepares a variety of technical reports/presentations.
  • Completes other projects and duties as assigned.
Job Qualifications:
  • Bachelor's degree in programming/systems or computer science, specialized training, certification, or proven equivalent work experience with six (6) years of programming/systems analysis experience.
  • Broad level of understanding surrounding information systems, software development lifecycles and software architecture standards.
  • Advanced level programming techniques, software and systems design.
  • Knowledge of distributed system architecture, middleware or object-oriented analysis and design.
  • Experience developing and maintaining applications developed for the AWS platform with Angular, and supporting a RDBMS backend, preferably Postgress or Oracle.
  • Experience with developing in an environment requiring the application of a strict security model.
  • Experience with a GIT source control system, preferably codecommit, and a demonstrated experience with codepipeline in the AWS environment.
  • Successful experience in a rapid development environment utilizing some agile process.
  • Three years' experience in Angular development.
  • Three years' experience with Oracle and/or Postgress solutions, and proficiency with SQL.
  • Research, analyze and determine appropriate course of action for complex practices, procedures, and problems.
  • Interpret the user's needs and ideas into specific data information technology solutions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with CalOptima Health's leadership and staff.
  • Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.
MINIMUM REQUIREMENTS
  • Bachelor's degree in Computer Science, Information Technology, or related field required.
  • 5 years of programming experience with C# or C++ or Visual Basic.Net required.
  • 5 years of programming experience with Transact-SQL (MS SQL Server) required.
  • 5 years of programming experience writing SSIS packages required.
  • Experience with Team Foundation Server (TFS) or other version control systems required.
  • Experience with Microsoft Office, Project, Visio and related tools required.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above is also qualifying.
PREFERRED REQUIREMENTS
  • 3 years of experience with Object Oriented Programming (OOP) preferred.
  • 3 years of experience with Service Oriented Architecture (SOA) preferred.
  • 3 years of experience with SOAP Big or RESTful .NET web services preferred.
