Program Officer
Center for Communication Programs is seeking a Program Officer who provides technical, programmatic, and administrative assistance to the Knowledge SUCCESS Project, within the Knowledge Management (KM) unit. The Program Officer provides the day-to-day problem solving, technical input, writing and editing, and procurement processing that projects or programs may require.

Specifically, the Program Officer will serve as the main point person, with support, for overseeing the management, strategic growth, and member engagement of the FP insight platform (www.fpinsight.org), the first resource discovery and curation tool built by and for family planning and reproductive health (FP/RH) professionals. FP insight gives FP/RH professionals the tools to save their favorite online resources to curated collections that other peers and colleagues can view through newsfeeds, thus helping to create a body of knowledge that benefits the whole FP/RH professional community. The Program Officer will also support other components of the Knowledge SUCCESS and/or KM Unit portfolios independently, as needed, and will contribute to technical work in areas of their expertise. He/she will manage project backstopping independently, and may travel internationally to deliver short-term technical assistance (STTA) with direction.

The ideal candidate is a self-starter who is passionate about helping to shape the direction of a new initiative and motivating priority audiences to engage in that initiative. The ideal candidate also has excellent written and verbal communication skills, is creative, analytical, detail-oriented, organized, able to prioritize and take on challenging initiatives, and comfortable working independently in a complex environment. Other core qualities include a strong work ethic, resourcefulness, inquisitiveness, and a strategic ability to work well with a diverse group of colleagues.

The Program Officer candidate should demonstrate a comfort with learning new technologies and coaching others to do the same, as well as a solid background in knowledge management, website management, and/or communications, including email marketing. Interest and experience in family planning/reproductive health and experience working on programs based in sub-Saharan Africa or Asia is desired.

Specific Duties & Responsibilities:

Knowledge Management
  • Serve as a main point of contact on the FP insight platform, with support, for reporting, training, writing promotional content, and delivering presentations.
  • Generate and implement new strategies to drive the growth of FP insight, especially among FP/RH professionals, projects, and networks in sub-Saharan Africa and Asia.
  • Design and develop social media kits and email marketing campaigns in our marketing platform Hubspot to strategically grow the FP insight member base and member engagement levels.
  • Write engaging content and create visually appealing images and communication materials to support FP insight members' use of the platform and to motivate new audiences to become FP insight members.
  • Ensure proper website functioning of FP insight and conduct regular quality assurance of the site.
  • Prioritize new FP insight features and enhancements and liaise with the IT firm to maintain and update the website.
  • Compile and analyze data to measure the usability, effectiveness, and impact of FP insight, with support, including analyzing website administrative statistics and Google Analytics, conducting and analyzing surveys with product users, and conducting key informant interviews.
  • Use the monitoring data to identify FP insight usage trends and promotional campaign results and implement ongoing improvements to the website.
  • Support other KM Unit activities or online platforms as needed.


Program Management
  • Manage project backstopping, independently
  • Format, edit, and produce documents and presentations, as needed
  • Contribute to work plans, reports, and budgets
  • Act as liaison for consultant activities, ensuring statement of work, contract, and deliverables are in place
  • Initiate, track, and monitor procurements, contracts, work plans, and other administrative and programmatic documents
  • Work closely with finance and administrative staff to ensure timely and compliant spending
  • Maintain frequent, open, ongoing communication with program team members in all locations (offsite, in headquarters, and internationally)
  • Liaise with internal and external partners
  • Adhere to JHU, CCP and donor rules, regulations and policies
  • Upload and save deliverables on relevant knowledge management platforms


People Management
  • May independently manage work of student employees, as required
  • Assist in orienting and training new staff members
  • May manage group work with support, including task coordination and management
  • This position has no assigned supervisory duties


Technical Work
  • Contribute to technical work, including strategies, toolkits, communication materials, blogs, scripts, job aides, infographics, etc., independently.
  • Gather, summarize, synthesize relevant background information to inform the above technical work
  • Use tools, processes, best-practices and colleague review to ensure all products and documents are of the highest quality possible
  • Contribute to in-country STTA including trainings, workshops, and program support, with direction.
  • Assist in project promotional activities, creation of training materials, and assisting with developing presentations and reports
  • Support the planning and implementation of US and field-based online and in-person knowledge exchange events.
  • Other duties, as assigned


Professional and Organizational Growth

  • Complete at least two JHU training courses related to job duties per year.
  • Request or initiate quarterly check-in meetings with supervisor to assess performance, strengths and areas for improvement in your current position, and establish professional goals
  • Work with senior staff and peers to identify opportunities for professional development, including JHU courses and seminars, conferences, etc.


Minimum Qualifications (Mandatory):
  • Master's Degree in Social Sciences, Journalism, Communications, Public Health or related field (e.g., M.A., MHS, or MPH); and three years related experience and/or training; or equivalent combination of education and experience.


Preferred Qualifications:
  • Experience or understanding of knowledge management, family planning and reproductive health programs, communications and marketing approaches, and online community management are preferred. Experience with graphic design applications preferred.
  • Completed Master's Degree in related field preferred, or minimally current pursuit of Master's Degree in Health or Education related fields.
  • International experience, especially in sub-Saharan Africa and/or Asia, is helpful.


Special Knowledge, Skill & Abilities:
  • French skills (and comfort using French professionally) are a plus.
