Job Summary

Galapagos Federal Systems LLC is actively seeking a dynamic and highly qualified professional to fill the role of Program Objective Memorandum (POM) Integrator SME. Joining our team of accomplished and diverse individuals, the ideal candidate will provide invaluable contractor support as the Program Objective Memorandum (POM) specialist within the Operational Test and Training Infrastructure (OTTI) and National Space Test and Training Complex (NSTTC) Integrated Program Office (IPO) staff.

As the primary staff member with expertise in the POM, the incumbent will play a central role in overseeing POM matters for the OTTI Program Executive Officer (PEO) and subordinate program offices. The candidate will be responsible for extensive research, meticulous preparation, and compelling presentation of Unfunded Requirements requests, as well as POM submission inputs for the acquisition and sustainment of test and training infrastructure.

Additionally, the successful applicant will excel in developing senior leader briefings that pertain to Future Year Defense Program investments, ensuring seamless collaboration with the OTTI PEO and Space Training and Readiness Command staff. The incumbent will also uphold the crucial task of aligning budget estimates with the Space Force's future Force Design and national strategy. Job Requirements:

Skills / Experience Required

  • 15+ years' experience with DoD work experience
  • Provide meticulous analysis, evaluation, and well-founded recommendations for enhancements, optimization, development, and maintenance efforts tailored to client-specific or mission-critical challenges/issues
  • Demonstrate expertise in the development, fielding, and sustainment of OTTI and NSTTC initiatives
  • Conduct research, develop, and propose Program Objective Memorandum (POM) inputs, showcasing strategic insight.
  • Review, research, analyze, and evaluate program and budget data, providing recommendations for programmatic adjustments
  • Develop program budget and acquisition management positions, demonstrating keen strategic acumen
  • Initiate, supervise, and/or develop Field Command (FIELDCOM) requirements across the spectrum of complex OTTI and NSTTC capabilities: Cyberspace, Digital, Electromagnetic, Orbital, and Advanced Programs.
  • Possess a clear understanding of the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) processes
  • Demonstrate knowledge of program management concepts, with a proven record of real-world implementation, particularly within a Space Program Office or FIELDCOM/Major Command
  • Exhibit strong critical thinking and problem-solving skills
  • Display the ability to organize, prioritize, and consistently meet deadlines
  • Thrive as a self-starter, requiring minimal supervision
  • Possess strong verbal and written communication skills, effectively expressing concepts, plans, and proposals
  • Be a recognized industry leader with strong analytical skills

Security Clearance

Must be a U.S. Citizen. A high-level Department of Defense active security clearance may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner and that may include lifting to thirty pounds, as necessary.
