Program Analyst II

Overview:

The Bureau of Counterterrorism and Countering Violent Extremism Office of Programs (CT/P) requires full-time support services of a Program Analyst II. The purpose of this request is to contract services that will contribute to CT program planning, implementation, monitoring, reporting, and performance oversight and evaluation. The Program Analyst II is responsible for assisting the Government Manager and other CT/P staff with the designs, development, planning, coordination, and implementation of agreements. The contractor duties will entail supporting the CT/P team with such as organizing panels, inputting information into the grants system, tracking down quarterly reports, etc. Although some tasks outlined within the duties and responsibilities below are classified as closely related to inherently government work, at no time will the contractor conduct any actions reserved for a federal government employee.

Primary Responsibilities:

  • Consolidate input for taskers and other routine papers from other team members and provide to the Team Lead for review;
  • Organize shared drives and make sure naming conventions are followed;
  • Input data into CT's Project Activity Management System (PAMS) or other program tracking systems;
  • Schedule meetings with internal and external stakeholders;
  • Take notes at meetings or workshops and send to staff, and store in the shared drive for reference;
  • Draft Notice of Funding Obligations (NOFOs) based on Program Manager's (PM) Concept Note and provide to lead Program Manager for review;
  • Compile/draft grant application materials and provide to lead Program Manager;
  • Plan logistics for review panels (i.e., reserving conference rooms, NS sending compiled documents);
  • Conduct initial review of grant applications for completeness and that the applications meet NOFO criteria;
  • Draft answers to grant applicants' questions for lead Program Manager to review;
  • Prepare panelist materials;
  • Participate as a non-voting member on panels as requested; take notes at review panel sessions and summarize panel recommendations for lead Program Manager's review;
  • Assist Program Managers with drafting and revising Statement of Work (SOW) based on grant proposals and PM's Concept Notes;
  • Assist Program Managers with drafting Funding/Action Memos for decision-makers;
  • Support grants closeout by helping CT/EX with the reconciliation process;
  • Support portfolio pipeline tracking (planned vs. actuals) for Team Lead review;
  • Back-up other team members while they are out-of-the-office for limited periods. While serving as the back-up, you will perform duties currently found within the SOW;
  • Attend meetings on behalf of other team members when they have conflicts and back-briefs them on key topics;
  • Elicit routine reports from implementing partner Program Managers that provide examples of how the program or project is supporting CT Bureau goals and objectives, including instances where CT trained host country officials successfully responded to or adjudicated terrorism cases;
  • Conduct site visits to observe CT-funded programming and draft site visit reports for CT/P Leadership as well as GOR/COR/AOR;
  • Assist in drafting reports and responses to congressional inquiries on counterterrorism programming, on the efficiency of specific programs, and on how the programming specifically addresses gaps in partner host government capacity;
  • Compile relevant data and stories of program outcomes to share with Congress, Department Leadership, the Interagency, and other Stakeholders.
  • Draft articles or blogs on successful programming outcomes, for publication or posting on social media.

Knowledge, Skills, and Abilities:
  • Bachelor's degree from an accredited university and two to three years of work experience in areas similar to those of the requirements of this task order OR a Master's degree and work experience in areas similar to those of the requirements of this task order;
  • Experience with the use of quantitative and qualitative techniques for analyzing and evaluating complex mission-oriented programs and projects for an organization;
  • Knowledge of developing project and program plans, goals, objectives, and milestones involving complex programs, systems, or issues of critical importance to an entire organization;
  • Experience with assessing project progress, conducting briefings, and preparing comprehensive reports with solutions and recommendations for Top-Level Managers and Executives;
  • Knowledge of and experience with the theories and principles of political science, international relations, security policy, economics, history, geography, or other related disciplines applied in analyzing and evaluating factors and conditions involved in the development and implementation of U.S. foreign policy and/or foreign assistance specific to one or more countries;
  • Knowledge of one or more geographic or functional specialty areas to provide expert advice and guidance with regard to the policy implications of issues/programs and developments in an assigned specialty area;
  • Knowledge of current U.S. foreign policy objectives and programs to assess the relevancy and implications of global social, political, economic, geographic, and military issues, developments, and events affecting the formulation and execution of U.S. foreign policy and foreign assistance.
  • Knowledge of U.S. foreign affairs information sources, processes, and organizations in order to apply the full range of available information resources and capabilities in supporting the needs of the Department;
  • Knowledge of Department goals, objectives, programs, and relationships to provide expert analytical and advisory services that are responsive to the specialized needs of the organizations support;
  • Ability to work well in a team;
  • Ability to provide advice, guidance, and consultation to officials with regard to the interpretation and application of analyses;
  • Ability to establish liaison at all levels throughout the Foreign Policy and Intelligence Communities to exchange information vital to both spheres of operation;

Security Clearance:

TOP SECRET Clearance Level Required
  • Must have a current US Government TOP SECRET Personnel Security Clearance and be able to qualify for SCI access
  • Must have a current US Government Single Scope Background Investigation (SSBI) (less than 4-1/2 years old) or be able to successfully complete a U.S. government administered Single Scope Background Investigation.
  • Must be a U.S. Citizen.
  • Must be eligible for and able to obtain and maintain required Security Clearance/access approvals.

Travel:

CONUS and OCONUS travel required

Work Environment:

Traditional domestic office hours are 8:15 a.m. to 5:00 p.m., Monday through Friday, with a non-reimbursable 45-minute lunch. However, an alternate work schedule, including but not limited to Telework and Alternate Work Schedule, mutually agreed upon by the COR or GTM and the resource may be implemented.

This task order may require overtime to be completed when work requirements extend beyond the normal 40 hours per week. All overtime will be pre-approved with a request from the Government Manager to the COR for final approval. Funds must be available for overtime to be approved and worked. A COR may cancel or adjust the telework arrangement by providing written notice to the contractor employee's company.
