Los Angeles Harbor College (LAHC) is one of the nine Colleges comprising the Los Angeles Community College District (LACCD). Headed by a Chancellor and governed by an elected Board of Trustees, the LACCD is one of the nation's largest community college districts serving the residents of more than 36 cities and communities in an almost 900-square mile area within Los Angeles County. An average of about 230,000 full- and part-time students per year are educated at LACCD, and LACCD is proud to be the leading educator of Latino and African American students in California. LACCD educates nearly two times more Latino students and two times more African American students than all of the University of California campuses combined. Additionally, the District serves a substantial population of first-generation students, AB540 and undocumented students, students with disabilities, former foster care students and students who are either currently active in the military or military veterans, all of whom further enrich our vibrant community. LACCD also became a founding member of the California Community College Equity Leadership Alliance. Through this Alliance the LACCD will deploy a framework for racial equity and social justice to make structural and permanent change to root out the ill effects of racism and bias from the classrooms and workplace and move forward towards a more socially and racially-just academic community.

ABOUT THE COLLEGE
LAHC is a comprehensive two-year public community college providing opportunity for transfer education, career and technical education programs, and life-long learning. LAHC prides itself on being the College of choice for the nearly 400,000 residents Wilmington, Carson, Harbor City, Lomita, Gardena, Palos Verdes, San Pedro and Torrance. From its beginning in 1949, LAHC has grown from a technically-oriented College into a comprehensive institution of higher learning with a broad spectrum of transfer, vocational, and community services programs. Today, over 12,000 students that enroll annually reflect the diverse ethnic composition of the communities served by the College. With a high proportion of socially and economically underserved and immigrant students, the College is uniquely positioned to create transformative change for the community it serves through different modalities. For instance, the College works closely with local secondary institutions to assist high school students in their transition to higher education. Our programs are designed to prepare students with the technical skills, knowledge, academic rigor and real-world experience necessary to succeed in high-growth and high-wage employment opportunities. LAHC campus encompasses 65 acres and includes educational and administration facilities, surface parking lots, athletic fields, sport facilities and open space. The college is designated as a Hispanic Serving Institution (HSI) and Native Pacific Islander (NAANAPI) Serving Institution.

LAHC serves our diverse community by providing access to associate and transfer degrees, certificates, economic and workforce development, and adult and noncredit instruction. We promote equity, diversity, and student success through academic programs and support services that ensure our students become productive members of a global society.

THE PRESIDENT
The President serves as the Chief Executive Officer and is responsible for providing leadership, advocacy and strategic vision for Los Angeles Harbor College. The President reports to Chancellor Francisco Rodriguez and is a member of the Chancellor's Cabinet. The President is responsible and directly accountable for all College operations.

The President must have a strong grounding in the administration of academic programs, student services and administrative services. The candidate must also understand the primary mission of the community college, which includes transfer and career and technical education, as well as basic skills preparation and community service programs. The President must thoroughly understand and embrace the role of an integrated community college within the multicultural community it serves.

The next President of LAHC must provide strong, collaborative leadership through an equity-minded framework by:

  • Leading the College in its current online and remote learning environment, through its recovery and stabilization, and into a reimagined future.
  • Guiding the College to understand and maximize the College's allocation within the Student Centered Funding Formula.
  • Implementing the Guided Pathways framework.
  • Executing AB 705 requirements for the implementation of basic skills programs and services.
  • Preparing for the anticipated economic downturn through fiscal accountability, reduction of redundancy in education programs and services.
  • Developing functional, mutually-beneficial partnerships with regional assets, including the Port of Los Angeles, and other governmental, philanthropic and community agencies to advance the mission of LAHC and meet the workforce needs of the local employers.
  • Allocating resources to support and assure the quality of the College's programming.
  • Providing vision and direction for future bond projects.
  • Implementing effective uses of technology to improve administrative processes and enrich teaching and learning for students.
  • Fostering a culture of philanthropy through strategic fundraising, in cooperation with the LAHC Foundation, to support the goals of the College.

    COMPETENCIES AND COMMITMENTS
    LAHC seeks a visionary and strategic President to lead the College into the next phase of development. The President provides leadership and advocacy for the College, serves as a member on the Chancellor's cabinet, and participates in establishing institutional goals in accordance with the District's Educational Master Plan. The President is responsible and accountable for all College operations, and provides leadership to the College's faculty, administrators, classified staff and student services; represents the College to the community at large; promotes and develops partnerships and effective relationships with community business leaders, related organizations and others involved in educational services. The Chancellor and the Search Committee will evaluate potential candidates for the Presidency of LAHC based on the following competencies identified by faculty, staff, students and community-at-large.

    The next President of LAHC must be a transformational leader who excels in the following areas:

    Student Access, Success, and Equity
  • Embraces the rich diversity of LAHC, through the creation of a welcoming and safe environment that supports teaching and learning.
  • Effectively uses data to identify gaps in student outcomes on the basis of factors such as race, ethnicity, and gender, and then mobilizes the College to improve effectiveness in serving all students and to address academic gaps and disparities.
  • Encourages innovation in academic and student support services of the highest quality for students of diverse cultural and socioeconomic backgrounds.
  • Makes evident a high-level of understanding for students' basic needs beyond academic support, such as food, housing and mental health, and has a strong working knowledge of how to best support those needs.
  • Leads with cultural competence and responsiveness.

    Financial and Operational Accountability
  • Serves as a leader who will establish a campus culture of fiscal accountability and provide leadership to the College with careful fiscal management, expands and leverages the College's fiscal resources by maintaining a prudent financial management system.
  • Understands the statewide Student Centered Funding Formula as it relates to a multi-College district so that the College can maximize opportunities for funding.
  • Knows how to harness existing resources to benefit students and the campus, and also leads in collaborative efforts to improve efficiencies and reduce redundancy.
  • Demonstrates evidence of successful oversight of construction, facilities, and existing bond projects for the College.
  • Provides leadership and oversight in establishing a technology-rich learning environment.
  • Commits to and ensures campus safety, cleanliness, and emergency preparedness.

    Communication, Teamwork and Relationship Building
  • Unifies people and directs that energy toward service to students.
  • Creates an atmosphere of mutual respect across all categories of employees and commits to faculty and staff development programs.

  • Builds and fosters mutually beneficial partnerships with K-12 school districts and baccalaureate granting institutions to advance student access and success, particularly for underrepresented groups in higher education.
  • Uses the College's influence and resources to pave the way for ongoing student access and success by forging partnerships with outside entities such as local governments, business and industry partners and community-based organizations.
  • Creatively pursues alternative resource development activities, and aggressively advocating for district, state and federal funding.
  • Provides leadership to secure private and public resources to the College.
  • Leads and strengthens the viability of the LAHC Foundation to enhance College resources to promote student success.

    MINIMUM QUALIFICATIONS
  • Master's degree or advanced degree of at least equivalent standard from an accredited College or university. The required degree must be conferred at the time of filing an application.
  • One year of formal training, internship, or leadership experience reasonably related to the administrative assignment.
  • A sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of district faculty, staff and students.

    DESIRABLE QUALIFICATIONS
    Earned doctorate from an accredited institution.

    Instructional, student services or administrative services experience, preferably at the postsecondary level.

    Five years or more of senior leadership experience in administrative positions with increasing levels of responsibility, preferably at the postsecondary level.

    Experience in the development of external and auxiliary fundraising organizations which support the mission of the College.

    Successful track record of engaging and partnering with institutions of higher education, K-12 districts and workforce agencies.

    GENERAL REQUIREMENT
    Health: After selection and prior to employment, a medical certificate indicating fitness to engage in administrative work is required for new employees, at the applicant's expense.

    COVID 19 VACCINATION REQUIREMENT
    Pursuant to LACCD Board of Trustee's Policy 2900, all students and employees must be fully vaccinated by 5PM November 8, 2021 and complete a baseline test or have an approved exemption. LACCD employees are required to provide their vaccination status in compliance with the LACCD Board of Trustees' policy. Newly hired employees will be required to provide their vaccination status prior to starting a position or, at the latest, by their position start date.

    SALARY AND BENEFITS
    The current salary range is $217,323 - 269,225 annually. Employee benefits include 15.5 paid holidays and 24 days paid vacation annually, comprehensive medical/hospital, dental, and vision care plans, and a $50,000 group life insurance policy.

    EVALUATION PROCEDURES
    Applications for the position will be screened by the Human Resources Division for minimum qualifications. A District Search Committee will review the eligible applications and select candidates for interview, and, after interviewing the invited candidates, will typically recommend to the Chancellor at least five unranked candidates as finalists. The Chancellor's Office will conduct background and reference checks and interviews, and will forward the selected candidates to the Board of Trustees, along with his recommendation, if any, of the candidate(s) best suited for the position. The Board of Trustees may conduct further background checks or interviews, as appropriate.
