Global Communities is seeking an Officer, Humanitarian Assistance to join the Humanitarian Assistance team at the headquarters in downtown Silver Spring, Maryland. This position is eligible for a hybrid or fully remote work arrangement.

The Humanitarian Assistance Officer is responsible for program support functions for the Department of Humanitarian Assistance (HA). The Humanitarian Assistance Officer contributes to the monitoring and oversight of general compliance and programmatic performance and works to enhance Global Communities' emergency response portfolio. The portfolio will specifically focus on Ukraine but may include support of multi-sectoral programs in other emergency response and post-disaster transition activities.

Responsibilities

Responsibility Area: Humanitarian Assistance Program Support Functions

1. Support program performance management within HA.

  • Monitor program progress and provides technical, operational, and administrative assistance to field teams in support of effective program management. Coordinates with appropriate HQ and field personnel to resolve issues and develop solutions.
  • Coordinate the contracts/agreements approval process and ensures adherence to contractual policies and procedures, communicating with the Office of Grants and Contracts and the Legal Department as needed.
  • Support effective program financial management. Support the Development and Review of monthly draw requests, fiscal year and life-of-project budgets. Communicates with the Finance Department as needed.
  • Review (or drafts as needed) donor reports and deliverables to ensure quality, compliance, and timely submission. Communicates program progress and challenges to Senior Manager and donors.
  • Track, analyze, and regularly report on program indicators, progress against targets, program successes and lessons learned. Provides program updates to senior management at HQ and in the field.
  • Support the recruitment process for program-funded positions in the field.
  • Coordinate and participate in program start-up and closeout activities.
  • Develop standard program start-up and closeout tools.
  • Update current awards information for all programs including cost centers, start and end dates and other pertinent data.
  • Train, guide, and mentor Program Associates/Project Assistants.

2. Contribute to the development and implementation of HA's department strategy and new business development opportunities.
  • Support the pricing team to develop proposal budgets and cost applications.
  • Provide and/or coordinate input on proposal budgets including cost accuracy and appropriateness, operational feasibility, and local operational requirements.
  • As needed and appropriate, participate and contribute to resource mobilization efforts including conducting background research, opportunity assessments, field assessments, and developing project design sessions.
  • Contribute to proposal development as needed and appropriate, including background and situational analyses, competitor analyses, development of management and staffing plans, organizational capacity statements, and/or other components as appropriate.


3. Undertake all other duties and projects as may be assigned from time to time.

POSITION SPECIAL RESPONSIBILITIES:
  • Able and willing to travel internationally approximately 20-25% annually, as needed.

Knowledge, Skills and Abilities
  • Demonstrated knowledge of humanitarian response and recovery program methodologies, monitoring and evaluation techniques, and grants administration to include procurement and award management.
  • Demonstrated knowledge of international development programming, project development, and grants administration. Knowledge of emergency livelihoods, shelter or disaster risk reduction programming.
  • Experience with BHA, UNOCHA and other humanitarian funding mechanisms strongly preferred.
  • Proficient in the use of Microsoft Suite. Comfortable working with large amounts of data and Excel spreadsheets.
  • Ability to manage, track and report on budgets and program financial data.
  • Demonstrated technical abilities in data analysis using tools such as Power BI.
  • Experience working successfully in cross-cultural and multi-disciplinary settings.
  • Excellent problem-solving and analytical skills, alongside the ability to interpret documents and spreadsheets, analyze information, and develop strategies.
  • Excellent written and oral communication skills in English, written and oral. Foreign language skills preferred, especially Ukrainian or Russian.
  • Excellent technical communication skills, writing ability for technical reporting and donor communications.
  • Ability to work effectively in an atmosphere of shifting priorities and deadline pressure.
  • Able to work in a team environment.
  • Accuracy, attention to detail.
  • Ability to read and interpret documents and ability to sit at a computer and operate a keyboard.


Qualifications
  • Undergraduate degree in a related discipline and a minimum of two years of related work experience or a minimum of six years of related work experience.
  • Relevant volunteer and/or internships will be considered experience.
  • Professional experience from an international assignment strongly preferred.
  • Equivalent combination of education and experience.
  • A passion for the mission and values of Global Communities
  • Must have U.S. work authorization.
