Voyatek is seeking applicants to occupy the position of Level 2 Business Analyst to join our NYS Integrated Eligibility System Team located in Albany, NY. This role is Hybrid and is a long term contract, 32 months. The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.

Key Responsibilities:

Client focused business and requirements analysis:
  • Acting as liaison between internal teams (examples: PMO, Business, Technical and Operations teams) and external stakeholders (examples: NYS agencies and Social Service Districts).
  • Facilitate meetings and working sessions-Work directly with Subject Matter Experts to conduct requirements gathering
  • Analyze requirements gathered, identify, document, and validate system requirements for continuous integration and deployment
  • The consultant is expected to travel during this engagement. Travel may range from 10-25% of the consultant's time depending on the consultant's work assignments. Travel will occur throughout New York State and may involve several overnight stays depending on the locations and the work required; length and mode of travel will vary depending on the work assignment.

Qualifications:
  • Level II- Between four (4) and seven (7) years of experience as a Business Analyst
  • Between four (4) and seven (7) years of client focused business and requirements analysis experience and documentation including: working on a team of BAs, Conducting requirements gathering sessions, Analyzing requirements gathered, Identifying, documenting, and validating system requirements for continuous integration and deployment.
  • Between four (4) and seven (7) years of experience working on enterprise level software development projects with an active role working with internal and external project stakeholders (SME's, Users, PMs, Technicians, Quality Analysts etc.)

Desirable Qualifications:
  • Between four (4) and seven (7) years of experience identifying, documenting and validating system requirements across multiple agencies, with a focus on Child Support within a larger Human Services Program.
  • Between four (4) and seven (7) years of experience on a modernization project covering multiple complex functional domains with the ability to analyze, extract, transform, and document legacy system's functionality, system logic, and business rules.
  • Between four (4) and seven (7) years of experience conducting business process analysis optimization in a technology environment and proposing future state efficiencies within a modernized client facing application.
  • Between four (4) and seven (7) years of experience in artifact development such as: process flows, user stories, requirements, wireframes, diagrams, and specifications while adhering to pre-established templates using an iterative requirements management methodology.
  • Between four (4) and seven (7) years of experience facilitating various meetings with internal teams, clients, and upper-level management.

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions. This includes, but is not limited to, skill sets, experience and training, licensure and certifications, and geographic location. At Voyatek, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current annual range is $60.00 to $70.00.
