The University of Miami has an exciting opportunity for Manager, Laboratory Services in Miami, Florida.

The core responsibilities of the role are as follows:

  • Manages teams of phlebotomists responsible for collecting blood samples and performing basic tests and laboratory procedures.
  • Communicates and disseminates general information and policy or procedure changes to personnel.
  • Ensures the process of drawing blood is performed according to safety and compliance standards and assures that the verification of patient or donor identification is accurately recorded. Ensures that the proper equipment is in place for the drawing of blood.
  • Monitors equipment performance, diagnoses instrument problems and malfunctions, and makes repairs or initiates service requests.
  • Plans, prioritizes, and directs work activities to ensure smooth and efficient operations.
  • Investigates and resolves problems concerning patient testing and procedures.
  • Assists with interviewing and selecting new staff.
  • Participates in the formal progressive disciplinary process. Conducts, monitors, and evaluates the effectiveness of employee performance improvement plans.
  • Participates in the design and implementation of new procedures and instrumentation.
  • Monitors quality control and assurance, and proficiency testing, and implements corrective actions.
  • Coordinates and participates in continuing education activities and events.
  • Monitors employee compliance with approved regulatory and departmental guidelines.
  • Assists in developing the strategic goals and objectives for the section. Develops, implements, and evaluates training programs.
  • Assists with the development of competency assessment tools.
  • Participates in the review, revision, and implementation of standard operating procedures.
  • Establishes and continuously assesses the effectiveness of the internal controls within the unit and compliance with University policies and procedures.
  • Ensures employees are trained on controls within the function and on University policy and procedures.

CORE QUALIFICATIONS

Bachelor's degree in relevant field

Possession of current Florida State Supervisor's License in Immunohematology. Licensed in Hematology, Chemistry, Immunology and Microbiology preferred.

Minimum 5 years of relevant experience

Minimum of 3 years of recent experience in a clinical laboratory and management and supervisory experience preferred.

Department Specific Functions

The Laboratory Manager is responsible for the management and supervision of all operations in the Laboratory. The Manager has oversight responsibility for a broad range of laboratory technical and administrative activities and works closely with the Laboratory Director to ensure excellence in process and product. Ensures compliance with governmental and professional licensing and accreditation organizations. Moreover, the Manager is a critical laboratory liaison with all other parts of the University of Miami including, but not limited to, collection, clinical care, nurse coordinators, and inpatient and outpatient nursing.

The Manager coordinates the daily activities of the laboratory. In addition to managing the laboratory technologist workload, this requires interaction with various managers, physicians, and nurses and communicates with outside agencies and service providers. Current automated blood bank equipment, experience in a high-volume clinical laboratory setting and Specialist in Blood Bank certification (SBB) or equivalent preferred and Blood Bank Computer experience required. Required to perform bench testing and work non-scheduled duty before, during and/or beyond normal work hours or days, as needed by the department. The Manager reports to the Laboratory Medical Director.

Accountability:

Planning and Development
  • Manages and supervises all the activities of the laboratory.
  • Coordinates the daily activities of the laboratory.
  • Works with the Medical Director to develop plans and implements procedures to achieve objectives in a timely manner.
  • Works closely with team members to accomplish the goals of the lab.
  • Implements Quality Assurance and monitors compliance. Reports PI outcomes to respective committees as needed.
  • Reviews QC and other laboratory records on an ongoing basis to ensure compliance and best outcomes.
  • Monitors technical personnel adhere to standard operating procedures.
  • Ensures adequate supplies and resources are available to provide efficient and timely services.
  • Responsible for all activities delegated by the Medical Director.

Staffing
  • Assures adequate coverage.
  • Prepares monthly schedules, including vacation and holiday, at least thirty days in advance.
  • Monitors staffing pattern periodically to ensure adequate coverage and revise it as needed.

Licensure and Accreditation
  • Follows current requirements and standards of all licensing and accreditation agencies.
  • Monitors laboratory-operating procedures for compliance with accreditation standards.
  • Conducts and monitors proficiency testing program. Reviews proficiency testing outcome and takes corrective action as per protocol.
  • Prepares papers for licensure renewal and inspections.

Financial Management and Cost Control
  • Prepares capital and operating expense budgets for the laboratory.
  • Reviews supplies on an ongoing basis to ensure that all charges against the department are correct.
  • Approves overtime hours and discusses excessive overtime to determine cause and means for reducing it.
  • Enforces established policies for granting vacation and for attendance.
  • Reviews bi-weekly payroll reports for accuracy, tardiness, and absences.
  • Monitors employee productivity and staffing needs.

Human Resources
  • Interviews and selects laboratory personnel in conjunction with the Medical Director.
  • Follows current hospital and departmental personnel policies and procedures.
  • Assists employees in interpreting policies and procedures as they apply to their individual position.
  • Identifies employees not complying with established policies and procedures and implements disciplinary procedure when necessary.

Policies and Procedures
  • Develops in-depth procedural manuals and bench instruction manuals, including collection, specimen handling, quality control, instrument preventive maintenance, testing protocol.
  • Ensures that manuals are current and reviewed once per year by the Laboratory Medical Director or designee.

Communication and Coordination
  • UM: Maintains effective communication with laboratory personnel, nursing, physicians, Laboratory Supervisors/Managers, laboratory Medical Director and other personnel.
  • Conducts periodic meetings with staff for the purpose of information dissemination, problem solving, coordination of activities, and feedback.
  • Non-UM: Communicates with accrediting agencies, outside agencies and service providers.

Education and Training
  • Develops and directs appropriate training programs for all new personnel and students.
  • Implements training and competency program for new employees, including cross training throughout all sections of the department.
  • Monitors staff performance on an ongoing basis. Performs staff competency assessment when new employee and yearly thereafter.
  • Encourages employees to participate in continuing education programs.

Performance Evaluation and Development
  • Evaluates employees job performance annually or more frequently as needed.
  • Maintains the performance evaluation process according to hospital and department policy.
  • Utilizes the performance evaluation to acknowledge areas of performance in which the individual excels, indicates areas where work performance could be improved,
  • Provides input on merit incentives for staff.
  • Creates an atmosphere throughout the laboratory, which is conducive to individual creativity, expression of ideas, personal development, and participatory management within the laboratory.
  • Maintains open communication in all directions.
  • Utilizes group problem-solving process frequently to resolve problems.
  • Develops direct subordinates in performance of responsibilities and further development of capabilities through coaching process.

Self-development
  • Routinely assesses strengths and weaknesses.
  • Establishes attainable goals for self-development in areas needing improvement and technical areas of interest.
  • Participates in all approved management/supervisory seminars sponsored by the department and incorporates techniques presented to improve management skills.

Quality Control and Workload Statistics
  • Maintains and monitors systems to ensure a high quality or performance through quality control and preventive maintenance programs.
  • Follows the current requirements of all licensing and accreditation agencies concerning quality control and preventive maintenance and ensures that these standards serve as a baseline for the program.
  • Reviews quality control and preventive maintenance records as defined and takes appropriate action to correct problems when detected.
  • Maintains and monitors workload statistics.
  • Follows the current requirements of licensing and accreditation agencies for workload statistics and uses them as a baseline for planning program.
  • Analyzes data frequently for use as a management tool.

Quality Assurance
  • Implements and monitor Quality Assurance Program for the lab.
  • Adheres to all Administration, Environmental of Care, Chemical Hygiene Plan, Safety, Infection Control, Bloodborne Pathogen Plan, and Laboratory policies and procedures.
  • Respects the rights, privacy, and property of others always including confidentiality of information, according to UM Administrative Policies, HIPAA and other applicable laws and regulations.
  • Participates in the Performance Improvement of the department. PI also includes documentation of all problems, complaints in the QA/PI log and communicates complaints and issues to the Medical Director for immediate resolution.
  • Attends appropriate orientation and training courses to maintain competency in job skills and knowledge. Participates in required educational program as per UM requirement.
  • Follows hospital-wide and unit specific safety and infection control standards.
  • Work on projects assigned by the Laboratory Medical Director and Administration.
