The Opportunity:

Providing solutions in an efficient and customer-focused model, Human Resource Services (HRS) strives to enhance the employment experience and satisfaction of Washington State University (WSU) faculty and staff through clear communication, outreach, engagement, and support. Enhancing workplace satisfaction and sustainability of the University, fostering a positive and engaging experience to the OneWSU system.

As the Labor Relations Consultant you will perform professional level labor relations functions for the University and serve as a consultant to administrators, management and human resources staff on labor relations matters. You will provide information, interpretation, advice and counsel regarding collective bargaining agreements; workplace problems and disagreements; performance management; workplace climate; supervising and working in a union environment; and compliance with state and federal laws and rules. You will also investigates and prepares information for and represents departments and/or the University in grievance meetings, meditations, arbitration, demands to bargain, fact-findings, unfair labor practices, representation, and other administrative hearings.

While resolving complex or difficult human resource issues within your designated area of responsibility, you will plan and carry out your work independently and with minimum supervision, utilizing knowledge of laws, policies and regulations.

This is a full time (100% FTE), permanent position.

This position is located on the WSU Pullman campus. The appointment may be eligible for hybrid or remote work arrangement to be discussed if contacted for interview.

Monthly Salary:

HR Consultant 1: $4,508.70 - $6,763.06 | Commensurate with education and experience

HR Consultant 2: $4,942.10 - $7,569.55 | Commensurate with education and experience

HR Consultant 3: $7,083.34 - $10,146,67 | Commensurate with education and experience

In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidate's current experience, education, skills, and abilities related to the position. Successful candidates typically begin up to mid-point of the salary range. For additional information, please review WSU's Administrative Professional Compensation Structure.

Required Qualifications:

HRC1:

  • Bachelor's degree in business, human resources, or related area and three (3) years of professional experience in human resource functions in a formal human resource setting. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

HRC2:

  • Bachelor's degree in business, human resources, or related area and four (4) years of professional experience in human resource functions in a formal human resource setting. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

HRC3:

  • Bachelor's degree in business, human resources, or related area and five (5) years of professional experience in human resource functions in a formal human resource setting, including experience with labor contract negotiations, grievance processes, demands to bargain, or other areas of labor relations. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

  • Demonstrated experience interpreting and applying laws, rules, policies and procedures.

  • Demonstrated ability to interact with large groups and individuals at all work levels.

  • Demonstrated sensitivity to and desire to promote diversity.

  • Demonstrated proficiency in the use of computers and software applications.

  • A record showing commitment to customer service and the application of appropriate flexibility in response to issues and opposing points of view is required.

  • Demonstrated effective interpersonal, written and oral communication skills.

Preferred Qualifications

  • Experience working with multiple human resource functions, including but not limited to the following areas: employee relations, recruitment, classification, compensation, labor relations, training and development, Reasonable Accommodation, Fair Labor Standards Act, Family Medical Leave Act.

  • Demonstrated ability to successfully prepare and present policy interpretations and investigation findings and conclusions.

  • Interpreting or applying labor laws, collective bargaining agreements, and contracts.

  • Professional certification from a recognized human resource/personnel association.

  • Human Resource experience in a higher education setting.
