Summary Statement

The City of Boise is seeking a skilled electrician to join our Public Works Department as a Public Works Industrial Electrician. This position performs skilled electrical installation, alteration, inspection, and maintenance of complex industrial and all-purpose electrical systems in support of public works utilities; completes in-depth and timely troubleshooting and repairs of all industrial related equipment. Duties include general facility maintenance activities to equipment and fixtures in other city owned facilities as needed, training workers in electrical safety and maintaining a clean and safe working environment. Essential Functions

Performs Journey-level electrical work on industrial and commercial machinery troubleshooting, conducting repairs, installation and maintenance of electrical systems including Programmable Logic Controllers (PLC's), motor control cabinets, Uninterruptible Power Supply (UPS) systems, generator back-up systems, motors, panels, switchgear and related electrical components throughout wastewater facilities and other public works utilities. Anticipates impact of equipment failure or takes specific components off-line and devises workarounds as appropriate. Accepts assignments in the form of verbal and written orders that may be accompanied by sketches, diagrams or blueprints. (50%)

Performs maintenance on all electrical systems and equipment within the industrial wastewater treatment plant facilities and other utilities. Assists with preventive maintenance procedures on instrumentation equipment. Gathers equipment information and assists with development of preventative maintenance procedures. (20%)

Inspects equipment for repair and replacement needs. Assists in material and equipment selection for supply and inventory levels. Creates, updates and archives electrical prints and schematics. Records labor times, service intervals and equipment replacement through a computerized asset management program and creates reports on current industry trends. Participates in weekly safety meetings and training classes. (10%)

Performs industrial, commercial, and standard electrical installations, repairs and maintenance to other city owned facilities and equipment outside of Public Works utilities. (10%)

Assists mechanics with the maintenance and repair of wastewater valves, pumps and other process equipment and facilities. Leads and trains registered electrical apprentices on general assignments, proper electrical installations and safety procedures. (10%)

Requirements

Required Knowledge, Experience, And Training

• Five years' industrial plant electrical experience performing Journey-level work installing, maintaining and conducting repairs on industrial electrical systems

Knowledge

• Functional knowledge of electrical installation requirements, the appropriate use of lock out/tag out safety procedures, relevant occupational hazards and standard safety precautions
• Appropriate use of programmable logic controllers, variable frequency motor drives, reduced voltage starters, medium voltage (4,160 volts) and high voltage (34,500 volt) electrical equipment and systems, uninterrupted power supplies and systems, fire alarm systems, HVAC control circuits
• Working knowledge of phone systems; large generator back-up systems; automatic emergency transfer switches; test instruments such as multi-meters, power monitors, ammeters, meggers and line tracers
• Working knowledge of the National Electric Code, state and local requirements for the installation and maintenance of industrial related electrical systems

Ability

• Ability to operate a computer on a near daily basis; utilize and learn various computer programs
• Act as a signing Journey Electrician for permits and inspections
• Fully utilize, read, update and create complex electrical schematics, ladder diagrams, prints, plans and drawings
• Accurately troubleshoot and repair complex motor controls and a large variety of critical electro-mechanical systems; repair and replace defective parts in motors, generators, pumps, relays, switch gears, controllers, motor control centers, power monitors, HVAC controls, emergency and alarm systems and other electrical equipment and components
• Operate basic computer programs
• Carry out verbal and written instructions of assigned work and determine job requirements, sequence of repairs, parts acquisition and labor time estimates
• Report to facilities in the case of an emergency
• Work a rotating on-call shift
• Display an attitude of cooperation and work harmoniously with all levels of city employees, the general public and other organizations; communicate effectively in the English language at a level necessary for efficient job performance
• Complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; and perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation
• Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training

• Idaho Master Electrician license
• Ten years of industrial plant or wastewater treatment plant electrical experience such as performing Journey-level work installing, maintaining and conducting repairs on industrial electrical systems and troubleshooting problems within industrial electrical systems
• Functional knowledge of confined space procedures and rescue

Licensing And Other Requirements

• Journey-level Electricians license issued by the State of Idaho
• Valid Idaho driver's license
• Ability to obtain an Idaho Wastewater Treatment Class I License or Operator in Training (OIT) within six months of employment

Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, with areas of dust, odors, mist and gases or other airborne matter. Employees are exposed to mechanical and electrical hazards, work in/at heights and confined spaces. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals. Work is performed in and around large machinery and electrical machines, pumps, and related equipment; in areas with moving equipment; above and around large pools of waste water. exposure to biological and chemical hazards.
This position works: a rotating on-call shift, and is contacted in the event of an emergency to report to the facility.
