The University of Illinois Urbana-Champaign is accepting applications for a Human Resource Coordinator and/or Senior Human Resource Coordinator. This position will coordinator and implement a broad range of human resource services for the College of Fine and Applied Arts.

Duties & Responsibilities
HR Processing:

  • Provide timely, efficient service for all appointment processing (including retiree, emeritus faculty, and unpaid employee appointments), including insight and recommendations on various appointment requests (often non-standard appointments). Review and process HR transactions related to specific employee groups and departmental requests. Oversee the bi-weekly payroll process and communicate leave practices and policies and ensure compliance throughout the units. Working in close contact with College and central HR units on campus and in accordance with University policy and procedures.
  • Provide oversight for all employee files including relevant compliance documentation. Work with ISSS to facilitate foreign national arrival to ensure Visa documentation is received and facilitate onboarding meetings to discuss appointment restrictions and new hire completion.
  • Oversee unit summer camp processing working with campus HR to complete required Protection of Minors background checks and discern appropriate employee groups and/or designated vendors.
  • (Senior level) Oversee the development and continual improvement of procedures and templates used in HR search processes and transaction processing to drive efficient operations within the units and throughout the College of Fine and Applied Arts.
  • (Senior level) Interpret and apply policies and procedures related to visa (J-1, H-1, F-1 OPT, etc.) and green card processing and paperwork; work closely with the International Student and Scholar Services (ISSS) office, sponsoring faculty, and foreign nationals throughout the various processes; convey foreign national and visa processing policies and proper procedures to faculty and staff. Track and monitor compliance for assigned units in areas such as: Performance Reviews, Semester appointment submission, Ethics Training, ANCRA Training, and VSL reporting. Interpret and implement policies and procedures related to the federal Family Medical Leave Act, as well as other laws/policies related to employee leaves such as the campus Shared Benefits, Disability Leave, the Americans with Disabilities Act, etc.
HR Strategy and Leadership:
  • (Senior level) Facilitate robust, employee-focused onboarding and exit strategies, HR processing training and mentoring of newly appointed colleagues and guidance for performance reviews, updates to employee job descriptions, probationary reviews, and employee self-evaluations for service center units.
Recruitment, Selection, and Retention:
  • Manage and facilitate all recruitment and hiring needs for the units in close consultation with College and central HR. This includes advising hiring managers on strategic planning for hiring new employees, developing inclusive job descriptions and advertisements, Working with the Office of Access and Equity on hiring practices, affirmative action goals and equal employment opportunity practices, training search committees to conduct inclusive and effective search processes, processing and approving necessary search forms, applicant and candidate communication and outreach, extending offers, and providing direction and advice to staff and hiring managers for overall best search practices Develop and implement improvements to increase the efficiency of the recruiting and hiring process.
  • (Senior level) Serve as service center team lead on the faculty search process, advising on proper processes, working with search chairs to ensure compliance, and helping train others to improve search practices and outcomes and ensure the units served comply with current college and campus best practices.
Employee Engagement & Relations:
  • Provide HR knowledge and expertise in responding to questions from potential and current employees regarding HR matters. Collaborate with units to create/implement trainings for current and newly hired faculty, staff, and students. Serve on college or campus committees as appropriate.
  • Serve as advisor to faculty and staff to address internal concerns related to work environment, duties and other confidential concerns. Work closely with the Office of Access and Equity to ensure appropriate accommodations are made for employees with disabilities and Workman's Compensation restrictions.
  • Serve as a point of contact to discern/facilitate employee discipline up to and including termination for all employment groups.
  • (Senior level) Provide HR knowledge and expertise in responding to questions from potential and current employees regarding HR matters. Collaborate with units to create/implement trainings for current and newly hired faculty, staff, and students. Serve on college or campus committees as appropriate.
  • (Senior level) Serve as advisor to faculty and staff to address internal concerns related to work environment, duties and other confidential concerns. Work closely with the Office of Access and Equity to ensure appropriate accommodations are made for employees with disabilities and Workman's Compensation restrictions.
  • (Senior level) Serve as a point of contact to discern/facilitate employee discipline up to and including termination for all employment groups.
  • (Senior level) Advise Executive Officers on confidential employment matters to include disciplinary issues, hiring strategies, and programs aimed at increasing faculty/staff diversity. Serve as a facilitator during difficult employee meetings to answer questions that arise and ensure policies are being followed. Consult with supervisors and employees about personnel issues, utilizing campus resources such as the campus HR office and Faculty Staff Assistance Program when necessary. Facilitate Faculty and staff mediations to promote conflict resolutions. Oversee Title IX complaints/concerns consulting appropriate campus HR offices including University Legal Counsel, DRES, UIPD, as well as faculty, staff and students.
Position Qualifications:
Required:
  • Bachelor's degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration, or a field closely related to the position.
  • Three (3) years of work experience performing professional-level human resources duties which include researching, interpreting, and making recommendations based on HR policy. Demonstrated experience providing service to internal and external constituents.
  • (Senior level) Five (5) years of work experience performing professional-level human resources duties which include researching, interpreting, and making recommendations based on HR policy.
  • (Senior level) Demonstrated experience with employment visas in an academic setting and University search processes including Academic Professional and Civil Service position searches.
  • (Senior level) Demonstrated experience working with applicant tracking, employee management systems, and other HR reporting tools.
Preferred Qualifications:
  • Master's degree in human resources or a related field.
  • Public university experience providing human resources support and coordination in an arts-focused unit.
  • Demonstrated experience with University search processes including Academic Professional and Civil Service position searches, and working with applicant tracking, employee management systems, and other HR reporting tools
  • Experience in documentation, training, search and hire practices, visa processing and /or appointments processing.
  • Experience with employment visas in an academic setting
  • Experience with University of Illinois HR systems including HR Front End, HireTouch, Banner, I9 Tracker or other similar human resource information systems.
    Project management training and/or experience working on HR information systems projects.
  • Working knowledge of University of Illinois business and human resources policies and procedures.
  • (Senior level) Recruitment-related training and/or certifications.
  • (Senior level) Experience with supervision, leadership and/or distribution of labor.
  • (Senior level) Professional HR certification (S/PHR, SHRM-S/CP or related).

  • Ability to develop/establish strong working relationships with Department Heads, Directors, Faculty, and Staff of assigned units
  • Ability to promote non-biased treatment of faculty, staff, students, and prospective candidates.
  • Excellent written, oral, and interpersonal communication skills.
  • Ability to handle multiple projects/assignments simultaneously in a fast-paced environment.
  • Knowledge of state and national HR policies and procedures.
  • Knowledge of university and campus polices as they relate to hiring, l-9s, international work regulations, complex academic appointments, and other general employment activities to ensure that all related guidelines and procedures are administered appropriately and accurately.
Appointment Information:
This is a 100% full-time Civil Service Human Resource Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after the close of the search. Salary is commensurate with experience.
