HR Benefits ConsultantThe position can be in any of the four Cambia states - OR, WA, ID, or UT

The Benefits Consultant is responsible for administration of the active employee benefit and leave programs, and retiree benefit programs, ensuring plans are administered according to ERISA guidelines and leaves are administered according to FMLA and state regulations. Partners with all stakeholders involved with the employee benefit and leave programs.

Responsibilities:

  • Serves as the subject matter expert and primary point of contact and resource for current/former employees and retirees for all questions and requests for assistance regarding their current or prior benefits. Counsels on benefits and facilitates a wide-range of benefit actions including but not limited to: enrollment, life changes, and death claims. May provide support to between 1200 - 2000 active employees and all former employees.
  • Provides independent and proactive consultation with employees and management, providing guidance and advice regarding eligibility, benefits provisions, paid time off, severance, voluntary benefits, pension, and retiree health and welfare.
  • Provides guidance to employees regarding reimbursement accounts (HSA, FSA, DCRA) related to eligibility, enrollment, problem resolution and general education.
  • Serves as primary resource to educate all current and former employees eligible for the Cambia DC and DB retirement benefit (401(k) and pension). Provides guidance as deemed necessary in utilizing online tools, explanation of distribution options, tax consequences of distribution elections, the application process and resolving issues.
  • Educates eligible employees on their retiree health and welfare benefits, coordinates enrollment process and facilitates transition to retiree benefits. Maintains continued contact with all Cambia retirees during annual open enrollment process. Serves as first point of contact for all retiree benefit questions.
  • Independently manages leave of absences. Determines eligibility for leaves of absence requests, reviews medical certifications, approves or denies in compliance with State and Federal Laws, and communicates outcome to employees and management. Monitors usage, maintains frequent communication with employees and management, counsels employee and management on leave status, ongoing documentation, and return to work requirements on active leaves. May manage a case load in excess of 75 active leaves at any given time.
  • Interacts frequently with other departments (e.g., Finance, Payroll, HR partners) to facilitate timely and accurate resolution of benefits and leave of absence related issues. Escalates issues and works with external benefit vendors for resolution.
  • Independently performs other duties as assigned.
  • May be assigned to administer specific benefit functions and manage all processes for the function, in addition to general job functions (e.g. COBRA administration, transit subsidy administration, workers' compensation, etc.)
Minimum Requirements:
  • Demonstrated competency across full spectrum of benefits plans including health & welfare plan structure, retirement plans, voluntary benefits, spending accounts, and state/federal laws and regulations related to employee benefits.
  • Demonstrated competency of multi-state leave laws and regulations and administration of complex leaves.
  • Demonstrated analytical abilities. Ability to deal with ambiguity and effectively cope with change. Can shift gears comfortably and make decisions and take action with limited information using sound judgement with limited direction.
  • Excellent interpersonal skills in dealing with diverse audiences. Ability to maintain professionalism and mitigate volatile situations when dealing with angry and/or upset and sometimes elderly former employees. Develop and maintain effective relationships.
  • Strong ability to effectively communicate verbally and in writing complex benefits concepts to various customers including executive management.
  • Demonstrated ability to multi-task with accuracy and efficiency using excellent time-management skills.
  • Computer proficiency skills including Workday (HRIS), Radar (or similar research and imaging tool), Remedy (or similar tracking, history log and notification tool) and Office Suite (Word, Excel and PowerPoint).
Normally to be proficient in the competencies listed above

Benefits Consultant would have a Bachelor's degree in a business related field and 5 years of experience in human resources, employee health and welfare plans, leave of absence case management, workers' compensation, retirement and 401(k) planning or equivalent combination of education and experience.

Required Licenses, Certifications, Registration, Etc.

Certified Employee Benefits Specialist (CEBS) certification preferred.
