Position Overview: Responsible for designing, building, and implementing a Health Care Interpreter Support Program that meets state and federal regulatory requirements, prioritizes evidence based practices, and aligns with strategies to meet quality metrics and deliver on the Triple Aim. This position will oversee program implementation across the physical footprint of the Medicaid line of business both internally and externally. The position must collaborate across internal departments (including operations, quality, marketing, wellness, and human resources) to capitalize on subject matter expertise in the development of content and other aspects of program implementation. Additionally, this position will collaborate with provider groups, community partners, health equity councils, the Oregon Health Authority, and various vendors to increase access to qualified and/or certified health care interpretation services.

Essential Responsibilities:

  • Develop, implementation and maintenance of a Health Care Interpreter Support program designed to increase access to qualified or certified health care interpretation services across all Medicaid service areas.
  • Conduct 60-hour Health Care Interpreter Training in compliance with state and federal guidelines as well as other regulatory entities.
  • Create customized trainings/educational modalities to meet various learning styles.
  • Work collaboratively with internal stakeholders to coordinate training logistics, including correspondence with guest presenters and participants, online and/or in-person venue arrangements, material preparation and other details as required.
  • Develop, organize, and maintain a centralized electronic system of HCI reference tools and training materials.
  • Design and implement workflows to support program participants from beginning to end with efficient tracking, data collection and reporting methods.
  • Compile qualitative and quantitative data and compose progress reports.
  • Work collaboratively with key stakeholders including provider groups, community partner organizations, and governmental entities to identify needs and leverage resources.
  • Identify barriers that inhibit PacificSource's ability to meet goals and develop mitigation plans.
  • Serve as a resource for internal and external staff, provider partners, and community partners.

Supporting Responsibilities:
  • Meet department and company performance and attendance expectations.
  • Facilitate the provision of excellent customer service to members, providers, employers, agents, and other external and internal customers.
  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
  • Perform other duties as assigned.

SUCCESS PROFILE

Work Experience: Minimum of four (4) years of experience in Health Care Interpretation, interpretation, translation, training, program development and/or equivalent experience required. Bilingual in English and at least one other language required. Relevant knowledge in the following areas preferred: Oregon Health Plan, healthcare operations, health equity, interpretation.

Education, Certificates, Licenses: Bachelor's degree required or a combination of equitable work and education experience. Health Care Interpreter Certification preferred.

Knowledge: Knowledge of Health Care Interpretation Certification Requirements. Experience in delivery of training curricula and training program administration. Excellent organizational skills demonstrating efficient documentation methods. Demonstrated successful communication and interpersonal skills, in written and verbal form. Ability to be nimble in a fast-paced environment with competing deadlines.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required up to 25% of the time.

Physical Requirements: Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions. Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
