Summary Statement

Performs a broad range of complex administrative and accounting tasks to manage the lifecycle for a variety of grants. Work is performed under general policy guidelines and direction.

Essential Functions

Understands and follows reporting requirements and guidelines for each grant received. Employs accounting, communication and organizational skills to manages grant draws and funds received from grants by tracking activities. Performs reconciliation of grant expenditures and revenues. Closes out grants following City, County, State and Federal guidelines. Utilizes grant management system module in City of Boise's database. Adheres to grant compliance regulations. Works with grant owners to understand and adhere to compliance regulations. (60%)

Assists department with the steps to determine if funding opportunities fall in the definition of a donation or a grant, and if they meet threshold requirements. Assists project managers as they prepare grant applications. Coordinates the approval process for various grants ensuring deadlines are met and required approvals are received. Prepares grants for Grant Committee and City Council approval. (20%)

Represents the department in meetings and conferences. Provides updates to management. Compiles internal and external grant audit information and facilitates audit meetings. Collaborates with internal city departments for grant set up and monitoring. Considers impact of decisions on other departments or areas and informs managers of important issues or problems. Maintains grant documentation in accordance with City, County, State, and Federal policies. (20%)

Requirements

Required Knowledge, Experience, And Training
High school diploma or equivalent and four years of progressively responsible experience in accounting related work, including reconciliation across various systems and/or transactions sets or an equivalent combination of educations and experience.

Functional knowledge of principles, methods, and practices of municipal finance, budgeting, and accounting; techniques and methods used in sound business practices.

Ability to communicate and coordinate with various operational teams; operate specialized accounting/budgeting software; prepare concise reports; establish and maintain effective working relationships with outside agencies; prioritize own workload in order to meet various deadlines; read, understand, and follow policies and procedures; work independently and in a team environment using appropriate discretion and judgment; perform accounting operations and complex account adjustments; display an attitude of cooperation and work harmoniously with all levels of City of Boise employees and the public; communicate effectively in the English language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

Preferred Knowledge, Experience, And Training
Bachelor's Degree in Accounting or related field with work experience in governmental accounting and two years grants management procedures. Experience in grants management.

Applicants must be able to pass:

City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation
