Position Overview: Write and edit technical and non-technical narrative sections of requests for proposals or applications in response to solicitations from various local, state and federal government agencies. Under the direction of the Director of Government Procurement Strategy, create proposal content and edit material consistent with overarching strategy. Guide the development of appropriate templates. Participate in all aspects of the procurement process.

Essential Responsibilities:

  • Write new proposal content, which is compelling, compliant, and using an active voice. Proofread and edit proposal content. Review the drafts for consistency, clarity, and persuasiveness of the material to ensure the desired deliverables are well written, the proposals are properly laid out, and the response text is compliant, concise and compelling to yield the highest possible scores.
  • Review solicitations with the Director of Government Procurement Strategy, market leadership, LOB leadership, and government procurement team members, and create working document with annotated outline.
  • Work cross functionally and virtually with technical and subject matter experts to develop winning, targeted, responsive content from outlines through final text. Complete assignments on time by either interviewing or collaborating with subject matter experts.
  • Prepare documents for review teams.
  • Collaborate with marketing and communications and subject matter experts to manage document versioning and control, and coordinate all proposal or applications materials to ensure brand consistency and alignment with PacificSource's mission and values.
  • Work with marketing and communications to develop conceptual images, standard process flowcharts, diagrams, and other graphics needed for written sections.
  • Apply a thorough planning approach to writing by using industry best practice tools, methodologies, and PacificSource style guides.
  • Achieve customer focus by integrating win themes, proofs and statements, emphasis techniques, and other industry recognized best practices.
  • Present technical information in ways that is easy to understand and evaluate.
  • Edit proposal documents submitted by multiple authors to ensure they abide by set standards, regarding order, clarity, conciseness, style, and terminology in accordance with best practices, and strong proof reading and editorial skills with high attention to detail
  • Work with the proposal or application team members to ensure format document is based on solicitation requirements.
  • Mentor other team members on best practices and lead developmental work groups.
  • Perform day-to-day administrative tasks such as maintaining version control of proposal information, including library of often-used content that can be easily modified for unique requirements.
  • Participate in the planning sessions to fully understand business requirements and how to best position the proposal response. Participate in proposal review debriefs, and attend internal and external meetings as required.
  • Serve as key internal contact for required material responses.
  • Identify process improvements for proposal response, creation, and accuracy.
  • Coordinate business activities by maintaining collaborative partnerships with key departments.
  • Assist with hiring, staff development, coaching, performance reviews, corrective actions, and termination of employees.
  • Actively participate as a key team member in department meetings.
  • Actively participate in various strategic and internal committees in order to disseminate information within the organization and represent company philosophy.


Supporting Responsibilities:
  • Meet department and company performance and attendance expectations.
  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
  • Perform special projects and other duties as assigned.


Work Experience: Minimum of five years of experience in working with technical writing and responding to solicitations. Technical background experience in the health insurance industry and government-regulated procurement strongly preferred.

Education, Certificates, Licenses: Bachelor degree in Marketing, Journalism, English, Communications or related field, or equivalent combination of education and experience. Proposal or writing certification is a plus.

Knowledge: A thorough understanding of proposal documents and solicitations preferably in the health insurance industry. Must be able to write new content which is compelling, compliant and active voice. Demonstrated interviewing skills and experience working with cross functional areas. Must have experience in formatting and editing of large, multi-section proposal documents. Experience in understanding solicitation requirements. Must possess strong skills in Microsoft Word, Excel, PowerPoint, Adobe, and Visio. Experience with SharePoint or proposal software systems for document and content control. Must possess excellent communication skills, particularly in writing and must be able to communicate and work effectively with a wide variety of internal and external customers. Ability to work under pressure and meet all deadlines. Ability to handle complex large proposals. Ability to consistently and effectively pay attention to detail, produce high quality work in a timely manner, and strive to increase production without sacrificing quality. Ability to handle sensitive issues with diplomacy and persuasiveness. Must possess strong planning, organizational, time management skill with demonstrated ability to recognize and comply with meticulous customer requirements. Detail-oriented, customer-focused and able to successfully manage all facets of the proposal writing process. Able to work both as a team member and independently when necessary. Highly organized with demonstrated ability to recognize and comply with meticulous customer requirements. Must have flexibility to work long hours on occasion, as required, for proposal activities.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately less than 5% of the time.

Physical Requirements: Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions. Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
