Position Overview: The Government Procurement Subject Matter Expert Liaison is a key member of the government procurement team. This position works with clinical experts to develop the core strategy for growing or retaining business through government-regulated procurement. This strategy will take the form of concise and compelling text in request for proposal (RFP) or applications (RFA) processes, as refined by various team efforts. This position must have outstanding writing and project management skills to deliver quality products: a well-written and clearly outlined strategy (consistent with overarching corporate, line of business, and regional goals), well-crafted and consistent responses to procurements, and written work product that tells a comprehensive and compelling story across all elements of the clinical enterprise.

Essential Responsibilities:

  • In collaboration with departmental leadership and clinical leadership, develop and implement a procurement approach strategy designed to deliver positive results.
  • Adopt processes and procedures necessary to implement the desired strategy.
  • Work collaboratively with members of the government procurement team and clinical departments to build content that responds to specific procurements.
  • Develop and maintain project and proposal schedules consistent with overarching project needs and project leadership.
  • Maintain broad knowledge of PacificSource products and program offerings across all relevant lines of business and states.
  • Provide and/or support the creation and completion of all exhibits, attachments, and supplemental information associated with PacificSource's clinical activities.
  • Maintain broad knowledge of competitor profiles across all relevant lines of business and states.
  • Under the direction of other team members or leaders, develop and write responses to requests for proposals or applications.
  • Proofread, edit, and rewrite elements of procurement documents, as requested or directed.
  • Maintain effective and efficient storage and management of all materials for the proposals or applications.
  • Write persuasively and clearly, under tight deadlines.
  • Coordinate with proposal team members and other staff members to ensure deadlines are met.
  • Actively participate as a key team member in department meetings.
  • Actively participate in various strategic and internal committees in order to disseminate information within the organization and represent company philosophy.


Supporting Responsibilities:
  • Meet department and company performance and attendance expectations.
  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
  • Perform special projects and other duties as assigned.


Work Experience: Minimum of five years of clinical experience with experience in a managed care environment required. Must have demonstrated previous experience in proposal, procurement, or other business development activities. Experience in proposal management, communications, grant writing, technical writing, or contract writing is essential for success in this role.

Education, Certificates, Licenses: BA/BS degree is required. In addition, one of the following is required: a Registered Nurse (RN), an independent clinical behavioral health clinician, or other advanced clinical credential.

Knowledge: A thorough understanding of proposal documents and solicitations preferably in the health insurance industry. Must be able to write new content that meets PacificSource's objectives and complies with procurement expectations. Must have documented experience in formatting, proofreading, editing, and managing complex materials. Experience in understanding procurement requirements. Must possess strong skills in Microsoft Word, Excel, PowerPoint, Adobe, and Visio. Experience with SharePoint or proposal software systems for document and content control. Must possess excellent communication skills, particularly in writing and must be able to communicate and work effectively with a wide variety of internal and external customers. Ability to work under pressure and meet all deadlines. Ability to consistently and effectively pay attention to detail, produce high-quality work in a timely manner, and strive to increase production without sacrificing quality. Able to work both as a team member and independently when necessary. Must have flexibility to work long hours on occasion, as required, for proposal activities.

Environment: Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately less than 15% of the time.

Physical Requirements: Stoop and bend. Sit and/or stand for extended periods of time while performing core job functions. Repetitive motions to include typing, sorting and filing. Light lifting and carrying of files and business materials. Ability to read and comprehend both written and spoken English. Communicate clearly and effectively.
