Overview

SUMMARY

Arcticom LLC a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Enterprise Architect Sr for USDA DISC in Kansas City, MO. The ideal candidate will support the Service Management Office as it manages the portfolio suite of technology services, and accompanying business processes that enable the United States Department of Agriculture (USDA) to achieve its mission area business goals and objectives, leveraging its investments and delivering government services in an efficient manner.
Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Identify and facilitate the development of business opportunities among existing and new customers which involve multiple DISC lines of business.
  • Create and coordinate cross-functional teams across technical architecture, operations, and IT support to align DISC services, resources, and capabilities with customer solution requirements and business objectives.
  • Review the gathering of requirements and provide critical business impact analysis of solutions proposals from architecture and operations to ensure alignment with desired business outcomes.
  • Design and architect solutions leveraging DISC portfolio services and industry best practice to provide customer solutions.
  • Guide and enhance the complex solutioning process in coordination with investment planning, executive approval procedures, and risk management.
    • Participate in identifying and prioritizing the next steps for the portfolio service offerings to include Government and Commercial Cloud Services
    • Identify and manage new services offerings via Service Development Life Cycle (SDLC) best practices.
    • Plan support of and integration with any new service offerings.
    • Prepare and coordinate the delivery of a DISC service catalog to convey service information and conduct requests for services across the DISC service portfolio
  • Prepare business case justifications in support or in opposition of a DISC initiative, project, or program, inclusive of financial modeling, risk assessments, and industry and market analysis.
  • Perform financial modeling such as Total Cost of Ownership (TCO) analysis to determine the total investment upfront and ongoing of an initiative, project, or program.
  • Conduct Analysis of Alternatives to compare chosen solutions against competitive technologies, process, designs, suppliers, etc., which present viable alternative options to ensure the most viable, efficient, and overall valuable solution for the DISC and USDA agencies.
  • Provide assistance in developing new services for DISC Service Portfolio inclusion.
  • Lead meetings and working sessions with DISC and industry technical subject matter experts to gain an understanding of new service offerings.
  • Lead efforts to assess USDA and DISC customer demand for any proposed new services.
  • Complete a service development life cycle analysis for the proposed new service.
Qualifications

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum Necessary)
  • Experience evaluating new IT services that may be introduced into the portfolio of enterprise IT services.
  • Experience analyzing the costs to implement new services and the associated risks to the overall financial posture of the organization
  • Experience assessing the potential ROI
  • Experience business intelligence reporting and dashboard visualization development and analysis using tools such as Power-BI or Tableau.
  • Experience in Business Case preparation and presentation
  • Experience with Service Catalog Management
  • C-Suite Level presentation and meeting facilitation.
  • Knowledge of state-of-the-art and emerging cloud service offerings.
Knowledge, Skills, Abilities, and Other Characteristics
  • Microsoft Office Suite: Outlook, Teams, Excel, PowerPoint, SharePoint.
  • ITIL framework
  • Scaled Agile Framework (SAFe)
  • Power-BI and/or Tableau.
Preferred
  • Current USDA Public Trust clearance

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

SUPERVISORY RESPONSIBILITIES
  • No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
