Project Background:

The Advancing Capacity for the Environment (ACE) program will support USAID's work in the areas of climate change, environment, energy, and infrastructure work. The ACE program will primarily focus on providing support and services to DAI's client - the Center for Environment, Energy, and Infrastructure (EEI) within the U.S. Agency for International Development (USAID)'s Bureau for Development, Democracy, and Innovation (DDI). The program objective is to enhance USAID's effectiveness, leading to positive and sustainable development outcomes globally in the above sectors through activities under four key tasks areas: communications, training, knowledge management, and facilitation/organizational development. The program will provide these comprehensive services and support across EEI as a collective Center, but also dedicated services and support to each of its three Branches-Climate & Cross-Sectoral Strategy (CCS), Natural Environment (NE), and Built Environment (BE)-including services and support to each of the separate Divisions within each Branch.

Position Description:

Engagement Managers will serve as relationship managers/points of contact with their designated branch of USAID's Center for Environment, Energy, and Infrastructure (EEI) of which there are three branches. They will ensure coordinated support from task teams and track performance against activity requirements (e.g., design, staffing, schedule, budget, etc.). They will lead major activity after-action reviews, and contribute to pause-and-reflect sessions. They will support monitoring, evaluation, and learning (MEL) tasks to support the implementation of the ACE MEL Plan. Each Engagement Manager is supervised by the Chief of Party.

Responsibilities:

  • Serve as designated manager for assigned engagements, managing implementation including developing and managing timelines, managing the performance of and supporting consultants, subcontractors and sub-awardees, and updating and raising awareness of issues that need additional support from others in the ACE Team.
  • Work closely with the operations team to develop and manage engagement budgets, monitoring funding levels for assigned buy-in activities; maintain updated partner/collaborator profiles to feed into the ACE CRM system or for other reporting purposes as required.
  • With technical guidance from a senior manager, provide coordination and quality assurance of all technical deliverables of the assigned engagements by editing, reviewing, and checking compliance of reports and other deliverables submitted by subcontractors and consultants. Manage the process flow of internal and external reviews of activity deliverables, operational documentation, and learning products.
  • Serve as the key point of contact for ACE with the USAID Activity Manager, maintaining regular communication providing routine updates on technical progress and funding levels of the assigned engagements; alerting supervisor to any risks and/or feedback from the client in real-time.
  • Serve as the technical lead for consultant recruitment and procurement; responsible for developing SOWs, leading candidate/partner sourcing, and providing input into candidate/partner selection with guidance from across the communications, knowledge management (KM), and facilitation/organizational development and training (F/ODT) staff assigned to the engagement.
  • Undertake field visits and other travel as needed to provide technical and managerial oversight during implementation, working directly with the USAID Activity Manager and buy-in consultants and subcontractors.
  • In collaboration with the ACE staff assigned to the engagement, identify learning opportunities in assigned engagements aligned with ACE learning agenda and MEL Plan and incorporate them into the SOWs; ensure learning capture in each engagement; contribute to regular client reporting. Lead major activity after action reviews and participate in pause-and-reflect sessions to improve and adapt project processes, workflows, and/or approaches in coordination with other ACE team members.
  • Collaborate with KM and F/ODT Directors, other staff, subcontractors, and other subject matter experts/stakeholders to develop learning products and identify and implement opportunities to promote uptake of learning.
  • Participate in consultations for potential new engagements including managing the process to support their advancement and drafting buy-in scopes of work (SOWs), arranging, and participating in technical and management discussions with the client.
  • In collaboration with the Communications team, support the development and use of products and approaches that improve the effectiveness of USAID's communications on sector-relevant programs and partnerships.
  • In accordance with the ACE MEL plan, ensure that required indicator data for each assigned engagement is collected and reported to the ACE MEL Manager; support MEL quality assurance and reporting. Liaise with the MEL team to elevate issues related to data collection, data quality, and reporting in order to troubleshoot and identify solutions.

Place of Performance:

The ACE Team works remotely.

International Travel:

Approved international travel during the COVID-19 pandemic will only be approved for mission-essential activities. Engagement Manager can expect to travel up to 20% of time.
Required Qualifications:
  • Bachelor's degree and 5-11 years' relevant experience or Master's degree and 3-8 years' relevant experience or in relevant field.
  • Exceptional client management, project management, and budget skills with an ability to multi-task to meet established deadlines and within accepted quality standards.
  • Analytical thinking and experience with communications, knowledge management, facilitation/organizational development and training in the environment sector.
  • Exceptional written and verbal communication skills. Demonstrated experience originating documents, editing varying quality of inputs from internal and external stakeholders, and packaging final deliverables ready for client and stakeholder review.
  • Strong presentation skills in formal client meetings and public events with clients and stakeholders.
  • Experience working with diverse stakeholders, such as USAID implementing partners, host country governments, national level ministries, civil society organizations, field teams and NGOs.
  • Ability to work independently with minimal supervision.
  • Ability to work collaboratively with members of a complex team, pulling in resources and expertise as needed to address challenges and identify solutions as a team when needed.
  • Ability to prioritize effectively in an environment where prudent judgement is essential.
