Director, Renewable Energy Permitting - East

The Permitting Director will work closely with the Project Development and Community Relations teams to move projects through permitting processes, with a focus on environmental permitting. The candidate will manage the environmental, cultural resource and land use planning aspects of projects from the project inception phase, through the development and finance phase, and finally assist operations with any permit compliance obligations as part of the engineering and construction phases of the project..
Job Responsibilities

  • Lead project development permitting activities across a set of Ecoplexus' US project portfolio. Activities may include but may not be limited to environmental, cultural resource, land use, and related studies and permits.
  • Lead and participate in the land use permitting process, including background research, jurisdictional visits, community meetings, creating land use permit application packages, and attending/presenting at jurisdictional meetings.
  • Support project development efforts, ensuring that project bids are both competitive and feasible where it relates to environmental and land use permit costs, timing, and risk levels.
  • Identify all environmental and land use permit activities necessary for projects to reach financial close.
  • Identify, secure bids from, and manage work activities of environmental and permitting consultants. Manage contracting and negotiations with key consultants and identify Master Service agreement options for management to consider.
  • Work with outside consultants to prepare jurisdictional-specific applications and supporting documentation. Examples of relevant jurisdictional-specific documentation includes those related to Oregon EFSC, Washington EFSEC, USFWS, BLM and CEQA.
  • Review and track all incoming permit documents, assure adequacy, and perform follow-up as needed
  • Assure consultant billing and performance is consistent with consultant agreements and industry standards.
  • Prepare project permit schedules and budgets to obtain all necessary permits. Assure permits are being obtained per project schedule and budget.
  • Ensure data rooms are populated and organized in accordance with company naming nomenclature and standards
  • Support Executive and Finance Teams during project finance due diligence processes
  • Provide regular updates to Development Management and promptly raise concerns when they become apparent
  • Provide a smooth transition to the Ecoplexus EPC team as projects progress to construction. Provide post-closing support to the Ecoplexus operations team as necessary.
  • You may be provided with additional responsibilities based on mutual agreement of both you and Company.
  • Percentage Travel within the US. (ranges from 25% to 40%)
Required Qualifications
  • Previous experience in large scale solar, wind or other renewable energy project environmental permitting required, including in complex Western US markets
  • Adept in Google and Microsoft software packages including Google Docs, Google Sheets, Excel, Word, Powerpoint, and Project.
  • Related Bachelor's degree in engineering, permitting or similar, possess relevant experience in this field with 5-10 years experience
  • Ability to mentor and manage junior staff in a matrix structure.
