Position Focus:
The Office of International Students and Scholars (OISS) coordinates services and support for Yale's nearly 5,000 international students, faculty, staff, and their dependents. OISS staff assist with issues related to employment, immigration, and personal and cultural adjustment, as well as serve as a source of general information about living at Yale and in New Haven. As Yale's representative for immigration concerns, OISS helps students, faculty, and staff obtain and maintain legal nonimmigrant status in the United States.

The director provides leadership, strategic direction and overall supervision of OISS and is responsible for delivering support services to Yale's international students and scholars and their families, including serving as the primary resource for interpreting and implementing federal regulations and institutional policy and compliance and reporting. Working across the institution, the OISS plays a critical role in realizing Yale's steadfast commitment to international students and scholars as articulated by President Salovey and as one of the primary goals of Yale's Global Strategy.

Essential Duties
1. Lead a staff of fourteen in the delivery of immigration services and support, working in a wide array of non-immigrant categories and faculty permanent resident applications. Mentor and supervise managerial, professional and support staff and facilitate and foster their professional development. 2. Provide strategic direction and long-range planning for OISS. 3. Sustain a welcoming and supportive environment for Yale's international community. Provide programming and services, often in collaboration with campus partners, that help international students and scholars feel welcome and well positioned to achieve their academic and personal goals at Yale and in the U.S. Review periodically the needs of the international population and develop changes as warranted. 4. Develop and implement strategies, goals, and policies affecting international students and scholars at Yale. 5. Serve as Principle Designated School Official (PDSO) and Responsible Officer (RO) for the F-1 and J-1 programs and ensure institutional compliance with federal requirements of the Departments of Homeland Security, State, and Labor, and other federal agencies. 6. Advocate for international students and scholars. Maintain a focus within OISS on serving individuals and excellent client service. 7. Develop and maintain effective means of communication with international community regarding relevant policies, services, and activities. 8. Cultivate and maintain strong relationships with internal stakeholders (e.g., schools, departments, and units) and external partners. Design and implement programs and materials to educate faculty and administrators regarding compliance, cultural, and service issues that impact the international community at Yale. Assess the effectiveness of informational materials and orientation programs. 9. Collaborate with university academic units, registrar, counsel, and others to ensure new programs will comply with federal regulations. Be a trusted source of advice and sound decision making. 10. Manage caseloads effectively and efficiently and support senior managers in the analysis and management of complex cases. Work with in-house and external legal counsel as needed. 11. Work with government relations staff to provide expertise on current and proposed legislation and regulations. Interpret effects of federal requirements on the university and international students and scholars. 12. Provide regular reports to university leadership and the community regarding the demographics and characteristics of the international student and scholar population, issues affecting the population, and the effectiveness of programs and services in addressing the needs of the international community at Yale. 13. Partner with individuals and office across the University to determine new and ongoing technology initiatives. 14. Participate in the life of the university, be a leader in the university community. 15. Represent the university at conferences, symposia, and working groups devoted to relevant issues.

Required Education and Experience
Bachelor's Degree in related field and a minimum of eight years of international student and scholar support experience, or an equivalent combination of education and experience.

Required Skill/Ability 1:
Demonstrated experience leading staff in a busy and fast-paced office. Strong management and organization skills and the ability to manage priorities and support and mentor staff.

Required Skill/Ability 2:
Extensive knowledge of federal immigration regulations and familiarity with the software that supports the reporting and compliance requirements. Knowledge and experience with a wide range of cultures.

Required Skill/Ability 3:
Excellent interpersonal, public speaking and written communication skills. Demonstrated experience in resolving conflict. Demonstrated commitment to high quality in the delivery of services.

Required Skill/Ability 4:
Demonstrated strategic planning, problem solving and process improvement skills. Ability to conceptualize and implement a vision for the office. An appetite for innovation and demonstrated initiative, self-confidence, resourcefulness, and creativity.

Required Skill/Ability 5:
Proven ability to build relationships and collaborate across a complex institution, including senior administrators, faculty, staff, students and with external audiences.

Preferred Education, Experience and Skills:
Advanced degree preferred. Experience in higher education setting(s) working with international student and scholar, and faculty populations.
