The National Center for Supercomputing Applications (NCSA) at the University of Illinois at Urbana-Champaign provides supercomputing and advanced digital resources for the nation's scientific enterprise. NCSA is seeking a talented, highly motivated individual to provide leadership of HR operations including talent management, development of employment initiatives and staff strategies, and leading recruiting activities at NCSA. The Director of NCSA Human Resources oversee the human resources division and advise on strategic human management, compensation, recruitment, and retention for the Center. This involves overseeing and advising on employment relations issues, searches, strategic recruiting, hiring processes, and salary compensation reviews. This position will also have strategic involvement with program offices and projects regarding long-term staffing needs, succession planning, retention efforts and skills analysis. This position creates and manages training programs, employee development programs and organizational development programs.

Key Responsibilities
Strategic HR Leadership (50%):
Advise the NCSA Associate Director for Administration and other NCSA leadership on University HR policies and procedures, as well as human resources strategic planning initiatives, including, but not limited to, strategic recruitment and retention, visas and immigration, employee performance (annual evaluation processes, improvement programs, etc.) and compensation.
Manage and lead the NCSA HR Office, which includes:
Setting strategic direction for the HR Office
-Coaching and leading the HR Office staff and equipping them with the resources and skills necessary to succeed in their roles
-Managing workflow for HR staff including streamlining processes and reviewing and approving work.
-Conducting annual performance reviews
Provide an overall strategic mission and develop goals for the human resources office, assisting the Associate Director for Administration in facilitating strategic plans for the Center.
Lead process improvement efforts for the NCSA HR Office.
Serve as liaison to and coordinate with OVCRI HR office. Prepare HR reports for NCSA's Director, Executive Leadership, and the Office of the Vice Chancellor for Research and Innovation.
Represent NCSA HR on campus committees.

Employee Relations (35%):
Lead and collaborate with managers and supervisors to resolve employee relations issues.
Oversee employee visa and immigration processing and policy issues for international NCSA staff. This includes H-1B and J-1 visas, and Lawful Permanent Residents (LPRs (green cards)).

HR Policy and Program Management (15%):
Review and revise existing NCSA processes and policies. Develop new policies and procedures in collaboration with the executive committee.
Interpret University HR policies and procedures, communicating these Center-wide when appropriate.

Required Education & Experience:
Bachelor's degree in human resources or business-related field required. Alternative degree fields may be considered if accompanied by equivalent experience, depending on nature and depth of experience.
5 years of work experience performing professional-level human resources duties
Demonstrated experience with recruitment and search processes including technical and non-technical positions, and working with applicant tracking, employee management systems, and other similar HR reporting tools.
Experience with employment visas and immigration processing.
Experience responding to and resolving employee relations issues. Demonstrated supervisory experience.

Preferred Education & Experience:
Advanced degree in human resources or business-related field.
Experience with University of Illinois HR systems including HR Front End, HireTouch, Banner, I9 Tracker or other similar human resource information systems.
Professional HR certification (S/PHR, SHRM-S/CP or related).

Key Skills / Knowledge:
Must be able to maintain a high level of discretion and confidentiality.
Excellent written, oral, and interpersonal communication skills.
Ability to handle multiple projects/assignments simultaneously in a fast-paced environment.
Knowledge of state and national HR policies and procedures.
Knowledge of university and campus polices as they relate to hiring, l-9s, international work regulations, complex academic appointments, and other general employment activities to ensure that all related guidelines and procedures are administered appropriately and accurately.

Appointment Information
This is a 100% full-time Civil Service 5020 - Human Resource Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after 9/5/2022. Salary is commensurate with experience.
