Position Summary

The Deputy Equal Opportunity Coordinator/Senior Investigator will assist the Associate Vice Chancellor for Equal Opportunity and Title IX and the EOIX office with the management of formal and informal resolutions and timely, high-quality, fair, and thorough investigations. The Deputy Equal Opportunity Coordinator/Senior Investigator will be responsible for (1) conducting civil rights investigations at the University of Denver, in complex investigations of complaints of alleged discrimination and harassment based on protected characteristics; (2) developing and delivering training on topics related to the University's compliance with federal and local non-discrimination and anti-harassment laws; and (3) assisting with coordination of the University's response to bias-related incidents and informal resolution processes.

The Deputy Equal Opportunity Coordinator will conduct initial review and evaluation of allegations of discrimination, harassment, and gender-based violence involving faculty, staff, and students at the University of Denver, including conducting intake interviews, explaining resolution options, offering supportive measures, and determining whether there is sufficient information to implicate University policies. The Deputy Equal Opportunity Coordinator/Senior Investigator will conduct investigations pursuant to the University's Discrimination and Harassment Policy, Comprehensive Discrimination and Harassment Procedures, and Title IX Sexual Harassment Procedures consistent with federal and state law as well as provide guidance and assistance to Investigators in EOIX. Investigations will include conducting a preliminary review of the complaint, making determinations concerning the necessity for a formal investigation, interviewing relevant individuals, and reviewing documents or other evidence. The Deputy Equal Opportunity Coordinator/Senior Investigator will mentor Equal Opportunity & Title IX Investigators and assist the Associate Vice Chancellor for Equal Opportunity & Title IX in onboarding and training investigative staff.

Essential Functions

The Deputy Equal Opportunity Coordinator/Senior Investigator will work closely with multiple University offices and divisions, including Human Resources and Inclusive Communities (HRIC), Student Affairs and Inclusive Excellence (SAIE), and the Office of General Counsel. The Deputy Equal Opportunity Coordinator will be expected to act as a neutral party in conducting prompt and thorough investigations of alleged incidents, and will provide detailed, unbiased reports regarding investigative findings. The responsibilities of the Deputy Equal Opportunity Coordinator/Senior Investigator will include:

  • Reviewing all complaints of alleged discrimination and harassment based on protected characteristics to determine jurisdiction, conducting initial outreach to complainants, and reporting parties, explaining resolution options to parties, and conducting informational interviews, and determining appropriate resolution.
  • Conducting investigations of allegations of discrimination, harassment, and gender-based violence consistent with the University's Discrimination and Harassment Policy, Comprehensive Discrimination and Harassment Procedures, and Title IX Sexual Harassment Procedures, including developing investigative plans, conducting interviews, gathering, and analyzing evidence, keeping accurate records, and drafting and issuing investigation reports.
  • Developing processes for informal resolutions and facilitating informal resolutions among community members in discrimination and harassment matters.
  • Providing training, guidance, and mentorship to EOIX Investigators on EOIX Procedures, workflow, strategies, interview practices, and writing investigative reports.
  • Conducting climate assessments, inquiries, or administrative reviews of university departments consistent with university policy and procedures.
  • Collaborating with University partners, stakeholder, and community members to create and provide trainings related to discrimination and harassment, the University's grievance procedures, and employee reporting obligations.
  • Assisting EOIX in reviewing and updating University policies and procedures concerning discrimination, harassment, and gender-based violence to promote compliance with equal opportunity laws and regulations; and
  • Provide other services/duties as assigned.
Knowledge, Skills, and Abilities
  • Knowledge and experience working with EO principles contained within Title VI, VII, IX, VAWA/SaVE, ADA, ADEA, and other relevant anti-discrimination laws and regulations specific to higher education, including FERPA and the Clery Act.
  • Working knowledge of Human Resource functions and ability to properly refer participants to the appropriate resource(s).
  • Demonstrated ability to respond effectively to and interact with all levels of organizational staff.
  • Knowledge of trauma-informed investigation practices.
  • Knowledge of gender-based violence dynamics including sexual assault, domestic violence, dating violence, and stalking sexual assault, relationship violence and stalking.
  • Ability to present findings and support the decision-making process in an objective manner by producing comprehensive and critical reports.
  • Demonstrated ability to balance a demanding caseload while managing time effectively.
  • Outstanding oral and written communication skills, with training and/or experience in objective writing.
  • Proficient level computer skills, including use of database, word processing, spreadsheet, and presentation applications.
Required Qualifications
  • Bachelor's Degree
  • Five years of experience working in civil rights compliance or conducting discrimination and harassment or related investigations
  • Knowledge and experience working with EO principles contained within Title VI, VII, IX, VAWA/SaVE, ADA, ADEA, and other relevant anti-discrimination laws and regulations specific to higher education, including FERPA and the Clery Act
Preferred Qualifications
  • Advanced degree in relevant field (e.g., law, human resources, higher education)
  • Experience working in higher education
  • Experience conducting civil rights investigations involving students and employees
  • Experience implementing informal resolution or alternative resolution (e.g., mediation, restorative justice)
Working Environment

• Standard office environment.
• Unexpected interruptions occur often, and stress level is moderate to high.
• Noise level is quiet to moderate.

Physical Activities

• Ability to sit in front of a computer for an extended period.
• Occasionally required to move about the office/campus with the capability of transporting objects up to 20 lbs.

Work Schedule
Monday - Friday, 8:00 a.m. - 4:30 p.m. In accordance with University of Denver policy, this position offers a hybrid/partially remote work schedule. Details to be determined with the supervisor.

Salary Grade Number:
The salary grade for the position is 13.

Salary Range:
The salary range for this position is $90,000 - $115,000.

The University of Denver has provided a compensation range that represents its good faith estimate of what the University may pay for the position at the time of posting. The University may ultimately pay more or less than the posted compensation range. The salary offered to the selected candidate will be determined based on factors such as the qualifications of the selected candidate, departmental budget availability, internal salary equity considerations, and available market information, but not based on a candidate's sex or any other protected status.
