The Deputy Chief Compliance Officer (“DCCO”) is responsible for supporting the Chief Compliance Officer (“CCO”) in the maintenance and continuous enhancement of the Bank's Compliance Management System (“CMS”), including its supporting policies, programs, and procedures.

Job Responsibilities:

  • Acting in the capacity of the CCO in the absence of the CCO in managing and leading all compliance functions within the Compliance Department.
  • Assisting the CCO by interfacing with primary functional regulators to address compliance matters and support regulatory examinations.
  • Assisting the CCO in operationalizing the CMS within the first and second lines of defense, which shall include establishing policies, programs, procedures, reporting, and monitoring techniques necessary to support each key pillar of the CMS.
  • Directing efforts to integrate CMS workstreams into the governance, risk, and compliance (“GRC”) application to improve CMS program efficiency, repeatability, sustainability, and audibility.
  • Liaising with the first line of defense to build a true partnership, understanding, and engagement sufficient to discharge the effective execution of the Bank’s CMS.
  • Administering the compliance learning management system (“CLMS”) in conjunction with the first line of defense to ensure educational objectives are met with regard to various laws and regulations applicable to the first line of defense departments and processes.
  • Maturing the culture of compliance and reinforcing CMS requirements as an ambassador to the first line of defense; inclusive of driving effective ownership of compliance and engagement between the three lines of defense in managing, assessing, and testing products, services, and processes
  • Discharging critical professional judgment in the review of corporate policies to ensure policy directives are consistent with the risk and compliance culture of the Bank and are otherwise compliant with applicable law and regulation.
  • Managing high-level administrative affairs of the broader Compliance Department, including messaging of corporate standards and expectations around Human Resources, Chief Risk Officer (“CRO”), and CCO directives in support of management and maturation of the Compliance Department.
  • Serving as Co-Chair of the Compliance Committee with the CCO.
  • Creating presentations and supporting materials to be presented at management and board-level meetings.
  • Coaching and mentoring junior compliance professionals in preparation for succession planning throughout the Compliance Department.
  • Partnering with enterprise risk and operational risk, leaders to ascertain and understand common practices and workflows and leveraging one another’s program work flows to gain greater efficiency in execution.
  • Serving in critical support and/or leadership capacity in the execution of various risk management programs and broader administrative needs of the Risk Management Division at the direction of the CRO or CCO.

Minimum Qualifications:
  • Bachelor’s degree required; advanced degree is preferred.
  • Must have at least 15 years of management experience in Compliance, Risk Management, Operations, or a related field in banking or financial services.
  • Extensive compliance expertise and experience in financial services is required.
  • One or more relevant certification is preferred (CRCM/P, CIA, CRP, CFE or CAMS).
  • Experience working with bank regulators, including the CFPB, OCC, and FRB, is preferred.
  • Must possess proven strong leadership and collaboration skills.
  • Strong negotiation, influencing, and relationship management skills.
  • Demonstrated effectiveness in presenting to Executive Management, Board of Directors, and regulators.
  • Strong business acumen, and exceptional problem-solving, decision-making, and analytical skills.
  • Excellent written and verbal communication skills.
  • Must be proficient in using Microsoft Office products and other banking software when applicable.
