Job Description:
Conducts counterintelligence (CI) targeting analysis of the primary Foreign Intelligence Entities (FIE) in a COCOM area of responsibility (AOR). Produces network analysis of FIE officers and assets to initiate, drive and support the full range of CI activities in support of the COCOM mission. Contributes to the production of a Common Intelligence Picture (CIP) of the primary FIE targets in the AOR. Coordinates with other U.S. and partner intelligence organizations to identify and target foreign intelligence threats to COCOM interests.

Primary Duties and Responsibilities

  • Performs duties of a CI all-source analyst as needed
  • Conducts network analysis of FIE targets in a COCOM AOR and produces in-depth network analysis charts of FIE networks to support CIR targeting efforts
  • Identifies FIE individuals that are of CI targeting interest
  • Conducts all-source analysis of FIE in a COCOM AOR; Analyzes FIE capabilities, activities, tactics, techniques, and procedures (TTPs) and intentions to conduct intelligence operations or sabotage U.S. defense-related facilities, systems, operations, plans and capabilities
  • Works closely with case officers, case agents, intelligence analysts, and operations support analysts from DoD and national CI organizations to discuss in-depth details of specific cases/operations, analyze the effectiveness and risks of the cases/operations, and provide assistance and guidance towards the progress of the cases/operations
  • Works closely with COCOM CI analysts to provide analytical input to the overall COCOM AOR; provides input to the COCOMs strategic goals
  • Participates in periodic working groups to coordinate CI activities across DoD CI elements and foreign partners and allies
  • Engages foreign allies' and partner' CI organizations to share CI information to the maximum extent possible in order to enable enhanced CI activities against FIE targets in a COCOM AOR
  • Assist in the development and maintenance of a Common Intelligence Picture (CIP) of FIE in the USINDOPACOM AOR to facilitate operational targeting
  • Produce, review and facilitate Intelligence Information Report (IIR) evaluations from the IC to drive the enhancement of the COP
  • Transmit requests for IIR evaluations to analysts and other consumers of CI and HUMINT reporting; and prepare/maintain IIR metrics for theater collection
  • Assist with production/publication of Collection Emphasis Messages (CEMs), and other Collection Management related production/publications
  • Develop and lead J2X-CI processes and coordinate with J2X-CI analytical leads to capture and maintain updated data
  • Research, coordinate, and execute a standardized presentation format for CIP
  • Maintain a comprehensive understanding of identified targets and ongoing CI operations in the theater
  • Coordinate with the U.S. IC to leverage strategic level databases
Desired Qualifications
  • 8 years of experience with at least a portion of the experience within the last 2 years
  • Bachelor's Degree in a Related Field

  • Must be able to sit 90% of the time
  • Ability to grasp/pick up objects/reach for objects 100% of the time
  • Ability to speak/communicate with clients and colleagues 100% of the time
  • Listening/sight and use of hands to operate/activate/use /prepare/inspect - use of office equipment 100% of the time
