General Description of Position:

The Construction Engineer will inspect OSP construction and verify the work is completed according to Hargray standards and specifications. Additionally, the Construction Engineer will verify contractor invoices and prepare final close out document forms for OSP work orders. Primary responsibilities include utilizing basic GIS-based field and drafting tools to perform field operations such as working with construction vendors and ensuring quality of work on assigned projects. Additionally, this position will support senior-level engineers and supervisors in the planning and managing of weekly and monthly schedules, as well as identify resource gaps for upcoming workloads. The ideal candidate for this role should show initiative and be motivated to grow and learn, as well as have the ability to provide second-level support and training to Associate Construction Engineers.

 

Duties and Responsibilities:

  • Performs inspections of the communications utility.
  • Utilizes field tools to perform acceptance tests for fiber, and CATV cables.
  • Reads construction drawings and executes field plans for construction vendors.
  • Schedules and performs tasks linked with network locates and traffic control processes.
  • Performs QC work in the field to ensure Hargray construction standards are met by contractors.
  • Provides as-built drawings to mapping technicians.
  • Places material orders through the procurement system for all OSP work orders.
  • Manages project financials and performs financial true-up of projects at close.
  • Coordinates schedules with builders, developers and joint use utility companies.
  • Ensures that work order files are complete and current.
  • Provides project management to ensure project remain within capital budget boundaries.
  • Inspects all OSP work orders and maintenance construction to determine quality and standards are met.
  • Responsible for correct tabulation of footage units and unit breakdown for work order projects.
  • Performs final inspection of work orders and close-out documentation of project.
  • Provides input on best practices, permit processes, field construction methods, and telecom products.
  • Performs other related duties as assigned to ensure effective operation of department.

 



Minimum Qualifications:

  • Associate degree in Mechanical, Electrical, or Construction Management, or equivalent experience.
  • A minimum of 5 years’ experience in Outside Plant Construction, Construction management, or OSP Field Inspector.
  • Ability to communicate orally and in writing, as well as give effective presentations to Supervisors and Managers. Additionally, is able to constructively escalate problems and issues.
  • Ability to work independently as well as with a team of senior-level engineers and supervisors to develop solutions complete assigned tasks.
  • Intermediate knowledge of outside plant engineering.
  • Intermediate understanding of telecom products offered and how to deliver these products to external customers.
  • Intermediate understanding of permit process for city/county/DOT/Railroad permits.
  • Intermediate understanding of aerial plant engineering, including make ready and pole loading analysis.
  • Intermediate understanding of engineering for OSP underground networks on fiber and HFC platforms.
  • Intermediate understanding of purchase orders and vendor invoices.
  • Intermediate knowledge of Microsoft Office software including Visio, Excel, and Word is required.
  • Intermediate knowledge of drafting software is required.
  • Intermediate knowledge of 3GIS is required.
