The Facilities Services department at UCCS is seeking applicants for the position of Assistant Director Custodial & Environmental Services. This position serves as a senior operational leader with daily oversight of Custodial Services. Reports to and receives general guidance from the Executive Director Facilities Management & Operations, this position develops, recommends, and implements programs and services to ensure a clean and sanitary environment, and the reliable, safe, and effective delivery of cleaning and services for university buildings (academic, auxiliary, research, and administration). This position has the overall responsibility for planning, establishing, and maintaining the highest achievable custodial cleaning programs, APPA Level 1 and LEED cleaning standards. This position is responsible for the planning, coordinating, and directing of all daily activities related to the custodial functions of the University, including custodial operations, purchase of supplies and equipment, contract management for trash, recycle and compost removal, and Custodial Services staff training and technical support. Reports maintenance issues to the appropriate manager / supervisor within the Facilities Services department and works closely with the department leadership regarding maintenance and environmental issues. Works collaboratively with Business & Finance Solutions, Office of Sustainability, and Planning, Design & Construction teams. Proactively interfaces with university staff at all levels who work in the buildings, to solicit their feedback regarding the services we provide. Works with the University of Colorado Procurement Services Center office and the departments Materials, Acquisition, and Distribution Manager to ensure processes and "best buy" practices are followed.



The position assists with various administrative and management functions. The position interacts with other campus department leadership in the coordination of services and events. Develops and maintains positive customer relationships with campus user groups and vendors. Establishes and manages the yearly work group budget including appropriate chargebacks. Works collaboratively with Business & Finance Solutions to track and capture financial data for proper reconciliation and creates reports which assist department leadership in effective stewardship. Works within department, University and State financial regulations and processes to meet yearly outcomes. Monitors operational financial performance and effectiveness monthly using the department specific and University reporting methods. This position provides direct managerial leadership to four custodial supervisors, indirect managerial leadership to approximately 60 custodians and student staff. This position is classified as Essential Personnel; the position will be required to carry a department issued cell phone and answer calls (normal business, after-hours, and emergency) and respond to campus emergencies if needed or required and assist with snow and ice removal when seasonal conditions require it. Performs other duties as assigned.

Job Duties:



The duties and responsibilities of the position include, but are not limited to:



Strategic Direction


    Leadership/Management: integral member of the Facilities Services department leadership team; provides direction, focus, guidance, support, prioritization and oversight for supervisory staff and work force. Provide a clear vision of what it means to deliver value to the customer and create an environment in which customer service is highly valued. Implements new and/or enforces existing programs, policies, processes, and procedures that result in high levels of efficiency, performance, and effectiveness. Keep department leadership informed; be responsive to directives from the Executive Director. Support the unit, departmental and institutional initiatives, goals, and objectives.

    Technical Support and Guidance: stays abreast of developments in the custodial field that enables delivery of world class services; continuously coordinate product and equipment tests, working closely with manufacturers and staying current on advances within the cleaning industry. Provides supervisors and staff with technical support, such as ability to read, interpret, and understand drawings, specifications, and other technical data (i.e., floor care guides, SDS's, etc.) and guidance relative to custodial maintenance operations. In conjunction with department leadership, establishes work standards and ensures that standards are regularly followed to provide safe, healthy, clean, and attractive facilities for the university community.

    Long-Range Planning: development of custodial needs for new buildings on campus, such as staffing levels and equipment; provides building cleanliness assessments and works with custodial supervisors to pursue short/long-term projects, and short/long-range planning for custodial needs, including determination of priority.



Budget Management

    Develop and monitor operational financial performance ($1.5 Million budget) and effectiveness monthly using the department specific and university reporting methods. Reviews budget reports monthly validating purchases and work group allocations are correct. Makes adjustments as identified. Ensures purchase requests and expenditures by operational staff meet department stewardship practices and controls



Operations

    Daily Management: directs daily and routine custodial maintenance and operations for large in-house custodial staff, including establishment of work priority and organizational structure; manage work in progress and setup quality control processes to ensure effective, efficient service delivery; work closely with the Office of Sustainability regarding trash, recycling, and compost.

    Custodial Maintenance Function: develops programs and operational practices and policies for an effective and efficient preventive maintenance, repair maintenance, and predictive maintenance programs; coordinate efforts with other organizational units.

    Record Keeping Function: develops policies and work practices that result in accurate and timely tracking of work requests, PM efforts, labor, and material costs; develops/prepares periodic reports detailing performance of the assigned unit.

    Personnel Function: position will have delegated "appointing authority", i.e. enforces work rules, holds subordinates accountable for effectiveness and efficiency, administers performance evaluations, screens job applicants, makes hiring recommendations, participates in administration of corrective/disciplinary action, works with administrative and HR staff.

    Implement Technology: responsible for the application of technology to the operation, such as equipment to provide quality or efficiency improvements with the delivery of services.



Contractor Oversight

    Performs contract administration, such as managing trash removal services and recommends hiring of outside contractors.



Special Projects

    Manages special projects and assignments as directed by the Executive Director Facilities Management & Operations

    Managerial Complexity - must be able to successfully handle multiple tasks at once and be able to determine appropriate priorities; must be able to make independent interpretations and make appropriate decisions that are in the best interest of the organization and that are consistent with the objectives of upper-management.

    Computer/Technology Skills - must be proficient in the use of business application software, to include word processor, spreadsheet, and database programs; knowledge of computerized maintenance-management software programs, smart phones, handheld two-way radios, iPads.

    Purchasing/Finance Skills - understands purchasing procedures, financial controls, and budget planning/ management. Has work knowledge of vendor/supplier contracts.

    Demonstrated commitment to and ability to work within a collaborative, multi-cultural, diverse, educational environment.

    Demonstrated ability to identify, monitor, and gain compliance with federal law, state law and university policy.

    Must be willing and able to respond to UCCS emergencies, including snow removal, within 30 minutes.

    Knowledge of or ability to learn State of Colorado, University of Colorado and UCCS policies, rules, and regulations.

    Demonstrated ability to lead, recruit, manage, and support a diverse workforce.

    Demonstrated ability to work independently and produce completed staff work.





Work Location: On-site





This position has been determined to be exempt from the overtime provisions of the Fair Labor Standards Act (FLSA).





What We Offer:





Salary Range: $56,283 - $77,632





The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

Qualifications

Minimum Qualifications:

Applicants must meet minimum qualifications at the time of hire.

    Associates degree from an accredited educational institution.

    Eight years full-time experience, five of which must have been at the manager level in higher education/institutional facilities management/custodial maintenance, including related building fixtures, equipment, chemicals, LEED and/or green cleaning practices, commercial cleaning processes and adult training programs.

    Must possess or must be able to obtain and maintain a valid State of Colorado driver's license.





Preferred Qualifications:

    Bachelor's degree or higher from an accredited institution of higher education in Business Administration, Facilities Management, or similar area of study.

    Ten years of full-time experience, five of which must have been at the manager level in higher education/institutional facilities management/custodial maintenance, including related building fixtures, equipment, chemicals, LEED and/or green cleaning practices, commercial cleaning processes and adult training programs.





Physical Requirements:

  • Lifts, carries, pushes, or pulls objects, equipment and supplies weighing up to 50 pounds

  • Frequently stands and walks for prolonged periods of time to observe for safety hazards and perform daily functions

  • Performs minor labor work, such as sweeping, installing, or removing rock socks, picking up trash, etc.

  • Uses manual dexterity to manipulate supplies, tools, and equipment

  • Uses visual acuity to read drawings, specifications, operating manuals and instructions, safely operate a vehicle and equipment, identify hazards, and perform daily functions

  • Frequently performs activities requiring a full range of body movements including sitting, bending, stooping, kneeling, squatting, crawling, twisting, and balancing

  • Exposure to weather - Exposure to hot, cold, wet, humid, or windy conditions caused by the weather
